POSITION RESPONSIBILITIES
Note: All official drafts, documents, and recommendations, as listed below, must be reviewed, finalized, and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Work associated with this position will be directly related to business process support for systems change management process and compliance requirements for the organization. Work may require:
Review and validate configuration management policies and procedures provide thorough requirements traceability through version release and adequate documentation to support system operation and maintenance.
Support organization change process and configuration management efforts:
Serve as a process point of contact and technical matter resource for the organization.
Draft, develop, and document new processes and procedures as required; as possible, deliver automation to support the new processes and procedures.
Assist with process and procedure roll-out, which may include draft, recommend, and distribute communications throughout the change process as appropriate.
Support ongoing compliance with processes and procedures, promote changes, prepare guides and training, conduct compliance audit assistance as requested.
Assist to develop and document processes and procedures compliant with NERC (North American Electric Reliability Corporation) CIP (Critical Infrastructure Protection) Mandatory Reliability standards, and Department of Energy NIST/FISMA (National Institute of Standards and Technology/Federal Information Security Modernization Act) security requirements. Work may include:
Develop, draft training materials and job aids to support a variety of critical mandatory standards.
Develop necessary documentation to support compliance reporting and audit requirements / responses.
Provide quality assurance for the organization to verify compliance to the standards and guidelines.
Provide support to NERC annual certification process and any other spot audit or compliance request. Work may include working with SMEs to draft compliance responses, artifacts, and evidence; produce compliance reports; monitor audit progress; keep manager informed of audit / response concerns.
Facilitate Jira administration and ticket management for your team.
Facilitate Issue/Task tracking in a DevOps environment using Atlassian and other tools.
Provide support for meetings, including scheduling and facilitating, as requested by team lead.
Prepare and conduct program presentations, in-house and client training, and functional education.
Develop and present process improvement recommendations and supporting analysis for management decisions.
Communicate to management and co-workers by telephone, written form, e-mail, or in person.
Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
Bachelor's degree in computer/information technology, business systems, engineering or a related technical field is preferred.
5 years of directly related experience is required with a bachelor's degree in applicable fields.
7 years of directly related experience is required with an associate degree in applicable fields.
9 years of directly related experience is required without a degree or degree in applicable fields.
Required Technical Skills & Experience (required on matrix)
1 year of experience in all aspects of the software development lifecycle for a high availability environment.
1 year of experience in a DevOps environment using Atlassian or similar tool.
1 year of experience in the use of change and configuration management tools/systems.
Preferred Skills & Experience (optional on matrix)
1 year of experience in any aspect of the software development lifecycle for a utility control center environment
1 year of previous compliance and/or audit support experience, particularly for NIST/FISMA and NERC-CIP
1 year of experience with process development and roll-out
Knowledge of and experience working with high availability environments
Experience with the set-up, configuration or oversight of change and/or configuration management tools
Experience with the design and implementation of security standards, policies, or procedures in a high availability environment.
