The H&S Manager is responsible for the development, implementation and monitoring of environmental, health and safety policies and programs in accordance with JM Corporate policies and objectives and to ensure compliance with all Federal and State regulations of the West Deptford Refining and Chemicals Plant as well as the West Deptford 2 plant, located adjacent within the same campus. This role will oversee all aspects of the EH&S programs, manage the Occupational Health Programs, as well as implement new behaviour safety programs and improve the EHS Culture of the facilities.
An employee in this position shall be trained in Discharge Prevention Containment and Countermeasures (DPCC) regulations and are responsible for proper identification and notification of spills and leaks of hazardous substances. Employees assigned to work with Extraordinarily Hazardous Substances (EHS) or processes, as defined within the scope of the New Jersey State Toxic Catastrophic Prevention act (TCPA), must be fully trained and qualified in accordance with State-mandated regulations and company requirements. Additionally, employees assigned to work with hazardous wastes shall be trained and qualified in proper management practices for hazardous wastes that they manage per the Resource Conservation and Recovery Act (RCRA).

Your responsibilities:
- Environmental Compliance and Incident Reduction: Ensure compliance with environmental regulations, reduce environmental incidents, and minimize public liability through monitoring and preventive controls.
- Health & Safety Programs: Develop, implement, and monitor programs and policies to meet health, safety, and sustainability performance goals, reducing employee injuries and fostering a safe work environment.
- Auditing and Hazardous Waste Management: Conduct audits to ensure compliance with JM policies and regulatory requirements, oversee hazardous waste management, maintain contingency plans, and ensure proper training and recordkeeping.
- TCPA and PSM Compliance: Manage compliance with TCPA and PSM regulations, including equipment maintenance, audits, employee training, and periodic revalidation of hazard analyses.
- Certifications and Reporting: Maintain certifications such as RC14001, oversee OSHA injury reporting, and ensure timely and accurate reporting for corporate H&S communications and audits.
- Emergency Preparedness: Ensure adequate training and staffing of the Emergency Response Team, conduct regular drills, and serve as Emergency Coordinator during incidents.
- Stakeholder Collaboration: Act as a liaison with legal, insurance, public affairs, and regulatory bodies, representing JM on significant health, safety, and environmental issues.
- Training and Awareness: Lead health, safety, and environmental training programs to strengthen employee knowledge and awareness, improving the site's safety culture.
Requirements for the role:
- B.S. Degree in Chemical Engineering, Chemistry or related technical field
- A good number of years in Environmental, Health & Safety Management with knowledge and understanding of Federal and State laws and regulations relating to each discipline
- A broad experience base in the chemical industry, environmental and safety programs, engineering, managerial competence process safety, and a thorough understanding of regulatory procedures and practices in areas of environmental protection, work-place safety, and occupational health
- Knowledge of industry standards including but not limited to RC14001, PSM, TCPA, EPA and OSHA, RCRA required
- Proven Leadership Skill in a complex Manufacturing environment
- Demonstrated ability to communicate effectively in writing and verbally
- Demonstrated success in implementing and maintaining behavioural and cultural safety improvements
