Regional Compliance Director - Affordable Housing

Summary/Objective: The Regional Compliance Site Director works alongside Regional Property Managers and Property Managers to ensure compliance with LIHTC, Section 8, and other affordable housing program requirements in its residential rental portfolio. This role will be based in Houston, Texas, or New York, New York.
Classification: Exempt
Essential function/Responsibilities: duties include but are not limited to the following:
• Assist with on-boarding of Nuveen property transitions.
• Work with the EVP and VP of Compliance and other corporate/regional officers/supervisors to develop an on-site training program for newly-hired property managers to cover all major operational functions, including but not limited to: applicant processing, lease and lease renewals, annual and interim recertifications, collections & check scanning, standard reports preparation (visuals, recerts, etc.), submissions to legal, court appearances, property and unit inspections, work orders/service requests, Yardi processing, move-outs, incident reporting, office and file organization, pest control , tenant relations, account payables, vendor services, site control/MRT interface.
• Conduct on-site training and shadow new property managers and regional managers to orientate and facilitate their transition into their new positions.
• Working with the VP of Compliance and regional and other corporate supervisors to identify those staff members requiring additional and/or remedial on-the-job training of specific operations and compliance processes. Schedule and conduct all on-the-job trainings.
• As needed, support and monitor SWAT members and other staffers serving as acting the property manager when that position is empty and/or the property manager is on extended leave.
• Conduct regular site visits to confirm and validate that standard processes and protocols are correctly implemented. Timely prepare site visit reports and distribute to the VP of Compliance.
• On a quarterly basis validate that each HUD site is accurately and timely processing and maintaining EIV documents, reports, and manual. Provide a quarterly report card to the VP of Compliance on this issue by the 15th of the month following quarter-end.
• Monitor collection reporting and participate in the development and implementation of a site-specific plans to address critical sites.
• Work with the VP of Compliance and VP Subsidy Management to monitor HUD and LIHTC recert status; participate in the development and implementation of site-specific plans to address critical sites.
• Coordinate and participate in site preparation for MORs and agency audits/site reviews.
• At the direction of senior management, lead and/or coordinate special projects in support of site operations and/or in response to critical situations.
Requirements & Skills:
• Bachelor's degree or work equivalent certifications
• Advanced proficiency with Excel and pivot tables
• Yardi, or similar Property Management software experience preferred
• Must be able to flourish in a fast-paced environment;
• Must have well-developed organizational, communication, and writing skills;
• Strong analytical skills
• Travel required
Salary Range: $90,000-100,000
