Job Summary: The Senior Compliance Analyst is responsible for providing an array of technical and administrative duties to support the Tarrant County Hospital District (TCHD) Compliance and Privacy Programs by researching, monitoring, investigating and auditing systems and processes, to help ensure standards for an Effective Compliance Program, as promulgated by the Federal Sentencing Guidelines (FSG) meet or exceed federal and state requirements.
Essential Job Functions & Accountabilities:
  1. Assists with investigation of potential regulatory or compliance violations received by e-mail, voice-mail, hotline, or walk-ins to determine the validity of the concerns and provide remediation efforts for prompt resolution.
  2. Researches and validates the monthly exclusion check outcomes of all JPS employees, medical staff, residents, volunteers and accounts payable vendors in support of the U.S. Department of Health & Human Services (DHHS) List of Excluded Individuals/Entities (LEIE), Texas Health and Human Services Commission Office of Inspector General (OIG) Exclusion List, and U.S. General Service Administration's System for Award Management (SAM) Exclusions.
  3. Performs ongoing and proactive monitoring of inappropriate accesses to electronic medical records (EMR) through effective use of the Compliance Department's automated EMR privacy auditing solution, in accordance with the HITECH and HIPAA Security Rule.
  4. Schedules, designs, and performs Compliance "Educational Roadshows" and HIPAA site reviews as part of the Training and Education edict of the FSG Effective Compliance Program.
  5. Participates in the ongoing assessment of compliance and privacy risks and designs monitoring and auditing tools or activities to mitigate regulatory violations.
  6. Enters, tracks and trends reported compliance concerns using proprietary software programs.
  7. Stays abreast of Special Fraud Alerts and changes to the OIG Work Plan escalating issues to management.
  8. Responsible for analyzing and documenting discoveries stemming from compliance risk assessments, audits and/or Compliance Program Internal Monitoring activities.
  9. Actively participates in auditing, monitoring, and reporting on identified findings.
  10. Responsible for conducting risk assessments of third-party vendors to evaluate their compliance with regulatory requirements and internal policies.
  11. Prepare and maintain documentation related to third-party management activities, including generating regular reports and updates for management on vendor compliance status.
  12. Oversees and manages the Compliance Program policies and procedures (p/p), along with other Compliance Program owned p/p, ensuring timely revisions in collaboration with relevant stakeholders.
  13. Performs other job-related duties as assigned.

Qualifications:

Required Qualifications:
  • Bachelor's degree in Social Sciences, Business, Accounting, English, Healthcare Law or other related field from an accredited college or university.
  • 8 years of experience working with compliance in a hospital, medical practice, or healthcare environment.
Preferred Qualifications:
  • Master's Degree in Healthcare Administration, Business Administration, Law or a related field of study from an accredited college or university.
  • Healthcare Compliance Certification (CHC) or Certified Healthcare Privacy Compliance (CHPC)
