The Lead Civil Engineer will perform as Project Manager or Lead Engineer on Rail + Transit infrastructure related projects, and is responsible for the design, coordination and implementation of design elements including the preparation of plans and specifications, agency coordination and subconsultant coordination.
The successful person will have strong technical and management skills associated with surface transportation and related infrastructure projects.

The Lead Civil Engineer will perform as Project Manager or Lead Engineer on Rail + Transit infrastructure related projects, and is responsible for the design, coordination and implementation of design elements including the preparation of plans and specifications, agency coordination and subconsultant coordination.

Responsibilities & Qualifications
Duties and Responsibilities
- Serve as Project Manager or Lead Engineer with a primary focus on surface transportation projects, notably Rail projects, for clients.
- Review of contracts and related documents, identifying any variations to TYLin's contract policies.
- Responsible for developing project schedules and budgets, as well as identification of required adjustments to the project schedule and budget.
- Identification of staffing needs for projects.
- Develop and oversee adherence to project specific design criteria, project work plans, and quality procedures.
- Conduct or coordinate quality assurance/quality control checks and audits.
- Serve as the primary contact with clients.
- Coordination and preparation of project scopes of work, levels of effort, fee estimates, and other contract related documentation. Participate in client negotiation meetings.
- Preparation of project supplements and other contract related documentation.
- Prepare and/or oversee the design, analysis, and documentation related to contract plans, special provisions, and estimates.
- Responsible for subconsultant coordination regarding project technical details as well as contractual items.
- Training and oversight of engineers.
- Prepare, or assist in the preparation of, various proposals for project pursuits.
- Assist in marketing and business development efforts.
- Other responsibilities as assigned.
- Bachelor's Degree in Civil Engineering required.
- Professional Engineer's license in the state of California is required.
- Minimum of 15 years professional experience in all elements of infrastructure related design including transportation design, construction staging, utility coordination and conflict resolution, and application of various agency guidelines, criteria, and policies.
- Requires a thorough knowledge of various infrastructure related agency policies and procedures.
- Must be conversant in Civil3D or Microstation and exhibit the ability to develop project schedules, manage and monitor daily work tasks of staff, and coordinate the efforts of subconsultants.
- Excellent oral and written communication skills and the ability to prepare comprehensive engineering reports are a must.
