The Sr. Subcontract Administrator shall be responsible for cradle to grave subcontracting and procurement management activities including, but not limited to, interpreting government prime contract flow downs, sourcing, writing and negotiating contractual terms and conditions, and special provisions. The individual will be responsible for the day-to-day subcontract management of major subcontracts and supplier agreements to include supporting proposal and capture efforts, issuance of new subcontracts, modifications, evaluating performance issues and the maintenance of file documentation to ensure compliance with government regulations, CPSR, and corporate objectives.
Duties and Responsibilities:
- Drive execution specific to subcontracting and procurement activities
- Resolve supplier performance issues in collaboration with stakeholders and program leadership
- Serve as an advisor to Subcontracts/Contracts Leadership, Program Management, Corporate Leadership, and Capture Teams
- Cradle to Grave (Pre and Post Award) subcontract administration and management
- Develop strategies to maximize competition, and establish negotiation positions
- Engage with program management and capture teams to support proposal strategies, identify risk and recommend price to win approaches related to subcontracting efforts
- Conduct price analysis, due diligence and written narrative evaluations of subcontractor proposals
- Work closely with OCONUS Supply Chain team to ensure subcontractor/ supplier compliance and address any subcontractor/ supplier issues
- Resolve subcontractor/supplier performance issues in collaboration with stakeholders and program leadership
- Prepare reports and contractual correspondence for project management
- Coordinate and be a trusted advisor of subcontract requirements to both internal and external customers
- Ensure CPSR compliant file documentation
Qualifications:
- Bachelor's degree with 7+ years of direct subcontracts administration/management experience with Federal Government Contracting and Subcontracting
- In-depth knowledge of interpreting federal and DoD prime contract/prime solicitation requirements and writing subsequent RFPs, RFIs, TA's, NDAs, CAs, subcontracts, and purchase orders while assisting with program teams/capture in the development of subcontracts SOW
- Proficient in negotiating Terms and Conditions and special provisions
- Ability to effectively write and manage various subcontract types; IDIQ, T&M, FFP, Cost
- Strong knowledge of CPSR procedures and Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFAR), General Services Administration Schedules (GSA), Government- wide Acquisition Contracts (GWACs) and Indefinite- Delivery, Indefinite- Quantity (IDIQ) vehicles
- Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment
- Excellent analytical and problem-solving skills
- Demonstrated ability to develop effective relationships internally and externally
- Strong communication skills, both written and verbal
- Comfortable working with capture executives, senior leaders, and colleagues
- Willingness and desire for continuous improvement
- Drive organizational efficiencies and savings to the business
Preferred Qualifications:
- Experience with Deltek CostPoint System.
Physical Requirements and Work Conditions:
- Individual may be required to work non-standard schedule in order to effectively manage activities and communicate requirements to forward operating location(s), suppliers, and leadership etc. who are dispersed worldwide
