Position Information
The purpose of this classification is to plan, coordinate and supervise assigned staff regarding the relocation of utilities during construction projects. Assists with the daily operations of utility permitting, reviewing utility plans submitted by various utility companies and the inspection of utility construction/installation projects conducted by outside contractors to ensure proper placement and compliance with current county policies, county utility standards, approved construction plans, and project schedules.
Job Summary

Plans, organizes, manages, and coordinates activities, assignments and project planning related to the maintenance, construction and relocation of water systems, telecommunications, fiber, natural gas, etc. and all other utilities within the County's rights of way.
Supervises, directs assigned staff order to ensure the effectiveness and alignment to established goals and objectives.
Processes employee concerns and problems, counseling, and disciplining. Completes employee performance appraisals, interviews and provides hiring recommendations.
Identifies utility facilities within the project limits, including the identification of necessary property acquisitions to accommodate the utility relocations, and contacts the appropriate utility and agency. Coordinates the activities, including master schedule preparations, for a variety of utilities and public agencies in projects that require the relocation of facilities.
Monitors the implementation of necessary safety traffic control and erosion control measures consistent with contract documents and applicable guidelines at construction sites. Ensures public and worker safety, implements measures to minimize disruptions to the environment and to traveling public.
Interprets, applies, explains, and ensures compliance with applicable codes, laws, rules, regulations, specifications, standards, policies and procedures; initiates any actions necessary to correct deviations or violations.
Coordinates inspections of utility construction/installation projects conducted by outside contractors, including water, sewer, electric, telephone, cable, and gas utility projects; ensures placement of utilities at proper corridor and depth, and adherence to applicable erosion control measures prior to, during, and after construction. Reviews site reports to ensure projects are in compliance with applicable codes, standards, specifications, and approved construction plans.
Ensures notification is provided to utility company representatives of non-compliant status of projects; meets with and discusses problem areas with utility companies, contractors, property owners, or engineers; recommends solutions to problems; directs re-inspections as needed; escalates continued cases of non-compliance.
Responds to, monitors, and follows-up to citizens' complaints, management and commissioner requests; ensures service requests are prioritized based on importance; ensures appropriate follow-up communication is provided in all instances.
Acts as liaison between the design engineer and agency/utility staff. Provides information and technical assistance concerning utility construction/installation requirements and related issues; responds to questions or complaints concerning violations; provides information, researches problems, and initiates problem resolution.
Coordinates removal or relocation of utilities for county-assisted and/or state-assisted road construction projects; ensures that utility companies abide by utility relocation schedules for roadway projects.
Conducts or attends meetings as needed; schedules and facilitates quarterly utility status meetings; conducts utility pre-construction meetings.
Reviews utility permit applications for subdivisions, commercial sites, and road projects; evaluates location of utilities in subdivisions; checks depth and corridor of projects; ensures compliance with applicable codes, ordinances, and regulations; approves and issues utility permits as appropriate. Reviews records/documentation of inspection activities.
Reviews and interprets construction plans, specifications of telephone, power joint trench, and building projects, utility and design drawings, technical manuals, codes, regulations, and other related documentation.
Prepares or completes various forms, reports, correspondence, permits, utility status sheets, or other documents.
Receives various forms, reports, correspondence, utility permit applications, utility status sheets, utility drawings, maps, construction plans, as-built drawings, blueprints, codes, laws, regulations, policies, procedures, manuals, directories, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, or other computer programs.
Maintains a comprehensive, current knowledge of applicable policies, procedures, codes, laws/regulations; conducts research to maintain an awareness of new trends, methods, equipment, and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
ADDITIONAL FUNCTIONS
Operates a motor vehicle to conduct site visits or other work activities.
This classification is designated as a safety sensitive position which is subject to random drug and alcohol testing and any other drug testing methods as stated in policies adopted by Forsyth County concerning drug and alcohol.
Provides assistance to other employees or departments as needed.
Performs other related duties as required.
Minimum Qualifications
Bachelor's degree in Engineering, Construction Management, Public or Business Administration, or closely related field from an accredited college or university; supplemented by five (5) years' experience in public works, transportation, or construction project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid Georgia driver's license. Must possess a Level 1B Advanced Fundamentals- GSWCC Red Card Certification or obtain within 6 months of hire. Familiarity with Georgia Utilities Permitting System (GUPS) and working knowledge of the Utility Accommodation Policy and Standards preferred.
