Position Goal:
This position will serve child care directors, teachers, family child care providers, parents, and partners in Jackson and Josephine Counties to deliver "Warm Line" services to support high quality inclusive early learning environments that meet the needs of all children.
Level of responsibility/supervision:
The Inclusion Specialist works directly with child care directors, teachers, family child care providers, parents, and partners. This position requires at high level of self-direction with the ability to make essential decisions within established guidelines, prioritize, set goals, establish and adhere to timelines, follow through on commitments, and complete required documentation and reports with limited supervision.

Essential Functions:
- Effectively market and promote Warm Line services to our early learning community of child care directors, teachers, family child care providers, parents, and partners.
- Complete Inclusive Child Care High Needs assessments and eligibility determinations in coordination with OCDD ICCP staff and share results and recommendations.
- Conduct assessments of early learning environments, teacher-child interactions, and other quality indicators using a variety of tools, and use results to collaboratively develop improvement plans and offer resources and other supports to facilitate implementation of plans.
- Conduct assessments of children with parent permission and use this information to work with early educators to develop strategies and activities to promote positive early learning experiences that meet the specific needs of the child.
- Assist child care directors, teachers, and family child care providers with suggestions and strategies to create inclusive environments, to meet the needs of individual children, and to strengthen areas identified as needing attention. Assistance may be on-site, by phone, email, or other means.
- Deliver one-on-one coaching, consultation, individual and group trainings, and technical assistance to directors, teachers, and family child care providers on a range of topics, including creating inclusive environments, strategies for supporting children with challenging behaviors, components of high quality programs, developing positive teacher-child interactions, and making appropriate accommodations for children experiencing special needs, among other areas.
- Deliver services in a supportive and collaborative manner built on the ability to establish a strong and positive relationship with providers and parents, using a variety of strategies proven to be effective with adult learners.
- Locate and distribute resources, ensuring that all information shared with early educators, parents, and partners is accurate, research based, and relevant.
- Assist directors, teachers, family providers, and parents to make appropriate referrals to services.
- Coordinate services with community partners to support quality, inclusive early learning in Jackson and Josephine Counties.
- Act as a positive representative for Child Care Resource Network and Southern Oregon Early Learning Services in the community and use this position to raise awareness of indicators of quality early learning environments, the importance of early childhood and school readiness, the value of access to quality care for children with diverse needs, and other critical areas of the field.
- Collect data, forecast needs, and submit all required reports accurately, completely, and on time.
- Participate in trainings and ongoing professional development, as appropriate.
- Participate in CCRN team meetings and other community meetings or committees regarding program activities and performance outcomes.
- Complete Spark Quality Improvement Specialist training through Western Oregon University.
- Comply with local district and ESD rules and policies.
- Uses professional communication and conduct. to work cooperatively and harmoniously with clients, partners, co-workers, and supervisors.
- Perform physical requirements unaided or with the assistance of reasonable accommodation.
- Perform job-related tasks as designated by supervisor.
Minimum Prerequisites:
- Bachelor's degree required, in early childhood education, special education, psychology, or related field preferred
- Training in early childhood education, special needs, challenging behaviors, and inclusion strategies
- Minimum of one year experience working with young children with delays and minimum of one year experience working as a coach/mentor to early educators.
- Extensive knowledge of classroom and individual behavior management techniques, language strategies, developmentally appropriate practices, and neuroscience research.
- Extensive knowledge of inclusive child care and early intervention services for children with special needs and challenging behavior.
- Knowledge of laws regarding parent rights, confidentiality, IDEA, and professional ethics.
- Knowledge of Oregon's focus on building supports for young children and their parents and familiarity with the Oregon Council on Developmental Disabilities Inclusive Child Care Program; Spark, Oregon's Quality Rating and Improvement System; the child care resource and referral system; and the child care workforce.
- Successful experience in early childhood assessment tools, such as CLASS, T-POT, ECCERS, ITERS, FCCERS
- Proficient in English composition, grammar, punctuation, and usage and technology tools
- Successful experience in marketing and outreach to early educators.
- Positive, flexible attitude with ability to exercise initiative and judgment in completing tasks and responsibilities; communicate effectively both verbally and in writing; react appropriately and professionally; maintain records and prepare accurate report: work independently with limited supervision, establish and maintain effective working relationships with team members, parents and families, partners, and early educators.
- Possession of a valid Oregon Driver license, acceptable driving record, and reliable transportation.
- Ability to pass a criminal background check.
- Pass a background check and maintain enrollment in the Child Care Division Criminal History registry.
