This position provides advanced level professional work and leads the Grants Division for the purpose of centralizing County-wide grants. Oversees the financial and administrative operations of the Division, with primary areas of responsibility including grants compliance monitoring, application writing and review, technical assistance, training, accounting, financial reporting, budget management, project management, and audits. The incumbent assigned to this position coordinates and collaborates with County senior management, executive team, department directors, management staff, community partners, governmental agencies, and granting agencies in the administration of a comprehensive grants management program for the Board of County Commissioners (BOCC). Employees in this classification function in a management capacity and are responsible for developing and maintaining a pre-planning grants process, and applications specific to the County's capital and operating grants enterprise. The position will ensure all grant opportunities have met application requirements and are strategically aligned with the county's priorities.

Education: Bachelor's Degree in Business Management, Public Administration, Financial Management, or a closely related field.
Experience: Six (6) years of responsible experience in grants administration performing duties consistent with the Essential Job Functions including at least two (2) years supervisory experience. Local government experience is highly desirable.
Miscellaneous: Must possess and maintain a valid Florida Driver's License.

- Reviews and analyzes new grant opportunities and applications to determine if they align with County strategic priorities. Evaluates the costs and benefits to the County as a result of grant opportunity matching requirements, operating costs, and any grant related program expansion; Seeks to recover indirect costs if allowed and determines long-term program sustainability; Evaluates whether general fund revenues are necessary to support projects.
- Develops and writes grant proposals to obtain available government and private funding from various programs and projects; Obtains assistance of outside consultants procured by the County to prepare more technical or complicated grants.
- Provides direction in the establishment of grant planning/development program that provides support and guidance to departments' financial and program staff in the management of grant programs to ensure controls and systems are in place to comply with applicable statutes, regulations, policies, procedures and contracts.
- Offers pre-planning and technical assistance to County departments and community partners; Provides technical assistance will include reviewing applications to ensure grant requirements are met, assists with narrative edits, creates timelines, liaises with grantors, helps align grant applications with County priorities and aids with budget details.
- Creates, manages, and directs use of a centralized grants management, tracking, and reporting system to provide strategic information and underlying detail to the BOCC, County Manager, County departments, and other agencies to monitor grant applications, drawdowns, reporting, and performance activities for all grant programs managed under the BOCC.
- Works with staff to ensure programs are implemented in the most efficient and effective method for proper data collection, accurate and timely reporting and to ensure delivery of required outcomes.
- Directs and manages the establishment and maintenance of a resource library for available grants and completed grant applications.
- Develops policies, procedures, and systems for the effective administration of grants to ensure compliance and effective internal controls.
- Assists with year-end closings and reporting, including but not limited to the preparation of the County's Annual Comprehensive Financial Report (ACFR).
- Provides direct oversight of assigned staff; Schedules, assigns, inspects, and reviews work of assigned staff to ensure work is performed according to established standards; Conducts performance evaluations, formal and informal coaching, and recommends disciplinary action.
- Performs other duties as assigned/necessary which are related, or logical in assignment to the position.
