Entry-level professional with the responsibility for performing engineering, project management and construction inspection work. Responsibility extends to serving as a project engineer on small to moderate public infrastructure projects. Work is performed under the general direction of the City Engineer or the Development Review Coordinator, as determined by the City Engineer.
Essential Functions of Work
SUPERVISORY RESPONSIBILITY
This position has no supervisory responsibilities.
WORK ENVIRONMENT
Work is primarily performed in an office environment but requires periodic site visits.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, twist, reach, ride and perform similar body movements. Must have the ability to perform moderate physical work and to lift and carry up to 50 pounds at a time; the possession of hand/eye coordination sufficient to operate a personal computer, office equipment and a motor vehicle; the ability to talkand hear in person or by telephone; and the ability to see and read instructions and blueprints and make inspections.
EXPECTED HOURS OF WORK
The work schedule is a 40-hour work week, Sunday through Saturday. This position is exempt and ineligible for overtime. Normal work hours are Monday through Friday.
TRAVEL
Travel is primarily local during the business day. Occasional travel may be required to attend off-site training and educational opportunities.

Essential Functions of Work
- Provides contract administration of construction projects to ensure adherence to methods and material and mediate disputes between the City and contractors.
- Prepares designs for infrastructure projects of minimal to moderate complexity and develops plans, specifications, and contract documents for bid.
- Transfers information from the field survey data collector to personal computer and prepares layout and design for utility reconstruction plans; produces blueprint copies of plan sheets for inclusion in the contract bidding process.
- Prepares engineering documents and approves plans, specifications, contract documents, and invoices.
- Receives and files "As-Built" plans for new subdivisions and various improvement projects and transfers the information to city base maps and databases.
- Responds to questions and complaints from the general public on city codes and regulations as well as other issues involving engineering.
- Prepares various written and oral communications for public officials, consulting engineers, contractors, and the general public.
- Performs design review and construction coordination duties for private development projects to ensure compliance with City and State standards.
- A combination of education and experience equivalent to a bachelor's degree in civil engineering or a related field.
- Two years of civil engineering work experience including some surveying and drafting experience.
- Possession of an Engineer-In-Training (EIT) certificate within the State of Montana.
- Possession of a valid Montana driver's license or ability to obtain one is required.
- Considerable knowledge of the principles and practices of civil engineering.
- Considerable knowledge of construction practices and techniques.
- Considerable knowledge of effective project management principles and practices.
- Ability to communicate effectively, both orally and in writing.
- Ability to establish effective working relationships with other city departments, contractors, consultants and the general public.
