Program Analyst II (Senior)
USmax Corporation is seeking aProgram Analyst II (Senior) for the Legislative Affairs team within USAID's Bureau for Legislative and Public Affairs (LPA). The position supports the coordination of functions for effective communication with the US Congress, including facilitating communications regarding budget and appropriations; advocating, tracking, and reporting relevant legislative actions; and engaging with internal and external audiences regarding legislative priorities.
The Program Analyst II will provide assistance to work streams in the areas of research, analysis, reporting, programming, policy, planning, and/or internal program operations. Will serve as a point of contact for internal and external stakeholders, resolving inquiries and coordinating with others where appropriate. The Program Analyst II will work with implementing partners as part of a team under the guidance of team leads, A/CORs, and Senior Activity Managers, where appropriate, to build internal and external relationships and monitor and support progress toward completion of programmatic goals. At a higher level, the Program Analyst II will also be expected to suggest key process improvements, independently manage relationships with a set of portfolio entities and other USAID stakeholders, serve on key working groups and committees, and provide guidance and direction to team members working at lower performance levels.

Duties and Responsibilities:
- Provides strategic and analytical support to the Office of Legislative Affairs within the Bureau for Legislative and Public Affairs (LPA), and other parts of USAID as appropriate, for strategic legislative engagement planning.
- Supports LPA/Agency strategy and budget formulation and justification processes (including Bureau Resource Request, Congressional Budget Justification, OMB hearings, Operational Plan, LPA annual report, and Congressional communications) concurrently for multiple fiscal years.
- Maintains/or assists with administrative and financial tracking systems, and assists in the design and maintenance of spreadsheets and databases to support these systems.
- Facilitates meetings between Agency staff and Members of Congress and Congressional staff, including the Agency's oversight committees and others.
- Coordinates schedules and security clearance transfers as needed, ensuring that staff are prepared to brief others on the issues of concern.
- Collects and compiles data for use in regular and ad hoc reporting on the status of programs from various sources, such as cooperating agency reports, USAID reports and documents, and technical staff and ensures that schedules and deadlines are met.
- Drives the preparation of various program documents and correspondence, such as memos and waivers, amendments, project authorization documents, Congressional notifications, technical notifications, and requests, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
- Keeps abreast of new developments and emerging issues by attending meetings, workshops and conferences and formulates recommendations for USAID steps in response to these developments and shares with colleagues.
- Assists in providing written or other materials, and follows up as needed on all Congressional inquiries.
- Coordinates and facilitates with Agency staff on management of tasks related to congressional investigations and oversight inquiries.
- Edits and advises regarding the presentation of Agency funding and programmatic notifications and briefings for Congress.
- Designs, develops, and recommends Congressional outreach efforts to promote the Agency's mission, as appropriate.
- Reports on Congressional hearings, briefings, legislation mark-ups, and floor action, as necessary.
- Ensures that responses to Congressional inquiries-including Questions for the Record, factsheets, and prepared talking points for briefings-are organized in a system that is easily retrievable.
- Works closely with the counterpart LPA press and public affairs officers and Bureau communicators to ensure consistency of message and unity of purpose regarding outreach to Congress and external groups.
- Serves as lead legislative analyst for Reports to Congress and coordination with the Office of Management and Budget (OMB) regarding interagency legislative referral memoranda.
- Serves as back-up to Legislative Reference team members.
- Develops weekly updates on work accomplished and upcoming tasks for various reporting mechanisms as to outreach and office activities, as requested.
- Collects and makes arrangements for distribution of material to the USAID missions, USAID/W offices, host country institutions, and cooperating agencies.
- Other duties as assigned that are not inherently governmental in nature.
- Experience in international development and/or US Government-related programming preferred.
- Prior experience drafting and executing legislative strategies to advance foreign policy and/or foreign assistance-related objectives.
- Detailed knowledge of the federal budget and appropriations process and other relevant foreign assistance-related legislation.
- Experience working with a variety of key stakeholders from different countries and cultural backgrounds.
- Experience implementing, supporting, or measuring programs in developing country context is preferred.
- Ability to work well under pressure and with tight deadlines, and to multitask in a challenging environment.
- Superior oral and written skills.
- Excellent interpersonal skills and ability to work well in teams, with a track record of building trusted relationships with partners.
- Ability to work independently.
- Working knowledge of Google Suite and MS Office programs, including Excel, Word, and PowerPoint.
- Ability to obtain and maintain a Secret Clearance.
- At least 10 years' professional experience including positions working in international development, policy, or legislative affairs and/or knowledge of Congress and experience working with or for a Congressional member or Committee.
- A Master's degree is required, preferably in International Affairs, Communications, Economics, Public Policy, Business, or related field.
- Ability to obtain and maintain a Secret clearance.
- Full-time - 40 hrs/week
- Telework eligible - 3 days in the office/week
- Washington, DC and remote
- Limited International and Domestic Travel
