General Statement of Job
Performs general mechanical maintenance, repair and upgrades. Maintains all related documents. Speaks with various other personnel to assist as needed.

Specific Duties and Responsibilities

Essential Functions:
Serves as repair team leader; provides training to other workers as needed.

Performs routine advanced diagnosis, general maintenance, and general mechanical repair work on city vehicles, mechanical equipment, and other machinery.

Meets DOT and NFPA regulations when preforming adjustments and repairs

Performs dealer level computer re-flashes and re-programs. Diagnoses and repairs tire pressure monitoring systems (TPMS)

Performs general mechanical repair, maintenance, and preventive maintenance work, which may include dismantling, overhauling, repairing and reassembling engines, rebuilding/replacing transmissions, or rebuilding drive trains, carburetors, differentials, pumps and gear boxes.

Inspects, tests and repairs engine components and systems, such as ignition systems, computerized engine controls, electronic fuel injection systems, steering systems, electrical systems, suspension systems, hydraulic systems, brake systems, drive train systems, engine cooling systems, fuel systems, charging systems, starting systems, exhaust systems, emission systems, inflatable restraint systems, heating/air conditioning systems, power windows, lighting systems, or horns.

Performs routine and preventive maintenance on vehicles and equipment, which may include pumping fuel into vehicles, checking/replacing fluid levels, draining/replacing oil, changing/replacing filters, lubricating mechanical parts, rotating tires, replacing tires/belts/hoses, checking batteries, greasing equipment, flushing radiators, and performing tune-ups/alignments.

Performs welding work on vehicles/equipment, which may include welding metal components, constructing or fabricating parts, or adapting existing parts when appropriate parts are unavailable.

Performs tire repairs and replacements, including lawn and garden, light vehicle, medium duty, heavy duty, and agricultural tires.

Performs light body repairs and painting.

Installs optional equipment in light/heavy duty vehicles and equipment including, docking stations, interior emergency lighting, light bars, corner strobe lights, beacon lights, radar systems, radios, sirens, backup cameras, fire extinguishers, first aid kits, and decals to NFPA specs.

Operates a variety of machinery, equipment, and tools associated with repairing, maintaining and testing equipment and vehicles, which may include a motor vehicle, motorcycles, forklift, vehicle lift, scanning tools, diagnostic analyzer, tire changer, tire balancer, battery charger, hydraulic jack, air compressor, pressure washer, generator, air conditioner recycling/recharging station, welder, torch, soldering iron, brake lathe, drill press, hydraulic press, grinder, gauges, meters, mechanic tools, and diagnostic instruments.

Performs maintenance and repairs on heavy equipment, agriculture tractors up to 200hp, front end loaders, backhoes, track hoes, dump trucks, street sweepers, excavators, tractor trailers, vaccon's, fire trucks, Repairs will include clutch replacements, driveline diagnosis and rebuilding, engine rebuilds, advance engine diagnostics, advanced electrical diagnosis including multiplexing, and advanced hydraulic diagnostics.

Performs advanced repairs an all types of diesel engines, ford 7.3, 6.0, 6.4, 6.7, all sizes of Cummins, International, Detroit, Caterpillar, Perkins, John Deere, Kubota, and Duetz. Must have experience in advanced level repairs on Cummins, International, John Deere, and Duramax engines. Repairs include advance computer diagnosis, fuel system diagnosis and repair, oil system diagnosis and repair, turbo charger diagnosis and repair, and computer re-flashes.

Performs advance diagnostics on light and heavy duty emission systems, must be skilled in DEF systems and regeneration process.

Performs advanced diagnostics and repairs to heavy duty Allison Transmissions
Tests vehicles, machinery, equipment, and parts for proper operations.

Performs general cleaning/maintenance tasks necessary to keep tools/equipment in operable condition, which may include inspecting equipment, checking/replacing fluids, greasing equipment, washing/cleaning vehicles and equipment, and cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

Performs service and repairs to Harley Davidson Motorcycles including brakes, clutch replacements, drive belts, and cable adjustments. Installation of optional equipment including lights, sirens, radar systems, and safety equipment.

Ensures availability of parts, tools, or supplies needed to operate/maintain vehicles/equipment; initiates orders for additional or replacement items; reviews incoming orders to ensure accuracy and completeness.

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals; reports accidents and incidents.

Maintains logs, service records, warranty records, and other documentation.

Prepares or completes various forms, reports, correspondence, work orders, training reports, or other documents.

Performs scheduled 24hr on call support and are able to respond any time of the day or night.

Receives various forms, reports, correspondence, work orders, work request forms, preventive maintenance checklists, invoices, safety newsletters, publications, technical manuals, electrical diagrams, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Operates a computer to retrieve, review, enter, or modify data; utilizes database, diagnostic or other software programs.

Communicates via telephone and/or two-way radio; provides information and assistance; takes and relays messages; responds to requests for service or assistance.

Communicates with supervisor, co-workers, employees, other departments, customers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

Conducts various errands as needed, which may include picking up or delivering vehicles, parts, or supplies.

Provides assistance or coverage to other employees as needed. Performs other related duties as required.

May be required to work overtime on short notice

Responds as an essential asset during national disasters.

Minimum Education and Training
High school diploma or GED; supplemented by vocational/technical training in automotive mechanics; supplemented by five (5) to seven (7) year previous municipal fleet experience and/or training involving automotive, heavy duty, and heavy equipment electronics, automotive, heavy duty, and heavy equipment repair/maintenance, and welding/fabrication. Must be ASE certified in automotive and heavy truck. Must possess and maintain a valid class B Florida Commercial Driver's License (CDL) including appropriate endorsement(s) or may be hired as a Trainee and must obtain within six months of hire date. Must possess or obtain the most current FEMA 100,200, and 700 Incident Command System certifications within 12 months of appointment to the job.

Minimum Qualifications and Standards Required

Skill Requirements:
Has knowledge of the methods, procedures and policies of the Department as they pertain to the performance of duties of the Heavy Equipment Operator. Has the ability to comprehend, interpret and apply regulations, procedures and related information.

Has knowledge of and skill in the use and maintenance of heavy equipment in the construction, maintenance and repair of water/sewer distribution and collection systems. Has knowledge of the occupational hazards and safety precautions of the industry. Is able to operate heavy equipment with safety. Has knowledge of the standard tools, materials and practices of the industry.

Has skill in the care and use of required tools and equipment. Is able to make minor repairs and adjustments to equipment. Is able to prepare simple records. Is able to read and interpret a variety of materials pertaining to the responsibilities of the job. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine tasks. Is able to follow instructions and direction. Is able to provide assistance to co-workers, supervisors, and other departments as needed.

Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to perform duties in a courteous manner and communicate effectively with co- workers and the public. Is capable of working under stressful conditions as required. Knows how to react calmly and quickly in emergency situations.

Physical Requirements:
Must be physically able to operate a vehicle, construction equipment, various hand and power tools, etc. Tasks involve the ability to exert heavy physical effort in heavy work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling, and which involves the lifting, carrying, pushing and/or pulling of objects and materials of moderately heavy weight (20-50 pounds) and occasionally very heavy weight (in excess of 100 pounds).

Working Conditions:
Works indoors and outdoors in all types of weather. Is able to perform duties in occasionally uncomfortable or hazardous conditions, including extreme heat or cold, noise, dust, odors, smoke, toxic agents, vibrations, electric currents, machinery and traffic hazards, wetness, humidity, etc. Knows how to react calmly and quickly in emergency situations.
