GIS Specialist II

Summary
Responsible for maintaining and assisting the ArcGIS/ArcFM editors in the ArcSDE Distribution\Transmission SQL Database, ESRI software, data compilation & QAQC processes. Also, responsible for assisting in the maintenance of the Garland Power & Light's geographic information system database, electric modeling and maintaining core GIS Mapping outputs in coordination with other departments.
Pay Range: $28.81 - $40.75/hr depending on qualifications
Schedule: M-F 7:30am - 3:30pm
Hybrid schedule available after initial training period
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Maintain the ArcSDE SQL Database by accurately maintaining connectivity, asset attribute data, and installing & retiring assets.
Update the Electric department's geographic information system by processing WFM work packets and Engineering packets.
Maintain integrity of ArcFM geometric data by analyzing Feeder Manager Analysis and visual inspections.
As needed review and reconcile GIS Design Conflict Report.
Review and analyze asset attribute data in order maintain to accuracy.
Assist management with the GIS ArcFM electrical power system model environment and coordinate GIS electric power system connectivity models/applications in support of mapping and field inventory activities.
Research and gather survey data from GPS studies in the field and post process in office as needed.
Coordinate with internal and external departments/sections to determine needs and goals.
Generate updates & maintains GIS department's catalog of digital and paper copy maps produced in various formats.
Research and evaluate new technology and functionality.
Coordinate and assist in the expansion of functionality, system upgrades, or system implementations including meetings, testing, procedure changes, and training.
Maintain plotters, wide-format printers and scanners. Train and support staff in Electric GIS systems.
Minimum Qualifications
Associate's degree
2 years experience GIS Certification
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Preferred Qualifications
Education/ Experience: Bachelor's degree in Geographic Information Systems or related area of study
2-4 years related experience
ESRI certification preferred
Knowledge, Skills & Abilities: Comprehensive knowledge of ESRI ArcGIS software
Comprehensive knowledge of ArcFM Software, AutoCAD
Comprehensive knowledge of electric geometric networks
Working knowledge of ESRI personal, file, and SDE geodatabase including versioned geodatabase environment
Knowledge of Municipal Business Practices\Procedures
Knowledge of Work Management Systems Comprehensive knowledge of map and design projections
Understand cartographic design principles and best map layout practices in order to create appealing maps that communicate effectively
General knowledge of Engineering Design, Construction Standards, Practices and Procedures
Ability to interpret field drawings, construction prints, as-design vs. as-builds
Producing Maps, presentations, reports, and spreadsheets for various departments, ad-hoc request
Knowledge of GPS equipment and technical procedures
Comprehension\Understanding of Electrical Theory & Principles
Proficient communication skill verbally and in writing
Proficient skill in Microsoft Office (Word, Excel, PowerPoint, Outlook)
Licenses and Certifications
GIS Certification required
ESRI Certification preferred
Valid Class C Texas driver's license
