The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. This includes 177,569 apartments across 335 conventional public housing and PACT developments.

The Division of Resident Services, Partnerships, and Initiatives (RSPI) engages NYCHA residents in critical programs, services, and initiatives in the areas of economic opportunity, youth, senior and social services; supports NYCHA’s extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment, business development, career advancement, and educational programs.

The Resident Participation and Civic Engagement Services (RPCES) department includes 40+ staff working to foster resident participation through outreach, education and information sharing with a special focus on youth, seniors/older adults, and resident associations, in addition to the broader NYCHA community. Through resident engagement forums and targeted communication, the department ensures residents are duly integrated into necessary operational and policy making decisions for the Authority.

RSPI seeks a dynamic Deputy Director to join the RPCE senior team. Reporting to the Senior Director of Resident Participation and Civic Engagement, the Deputy Director will support in the overall management of the Department and directly manage a portfolio of the unit’s work.

Responsibilities of the Deputy Director of Resident Participation and Civic Engagement will include: Take the lead and assist with the overall operation of the department in the absence of the Senior Director. Support the Senior Director in the revision, implementation, and institutionalization of an updated neighborhood approach for NYCHA with an emphasis on improved civic engagement and overall service enhancements. Directly supervise Borough Managers who are responsible for implementing comprehensive and effective engagement efforts that include informing, consulting, involving, collaborating with, and empowering a diverse array of NYCHA residents across the authority. Develop key processes, protocols, and tools to support high-quality execution and broad NYCHA adoption of a broad and inclusive stakeholder engagement procedure. Manage the administration of Tenant Participation funds to ensure cost-effective use. Evaluate spending and other financial elements, collaborating with the Resident Association to enhance regulatory standards. Oversee citywide elections; work with Senior Manager of Budget & Compliance to ensure election procedures and standards are being followed. Support the progression and implement policy and practices consistent with HUD regulations, guidelines and/or procedures. Develop and assess key performance indicators to measure the impact of NYCHA’s resident engagement strategies in agency initiatives. Collaborate with key NYCHA departments/areas such as Resident Partnerships, Resident Initiatives, Asset & Capital Management, Healthy Homes, Information Technology (IT), and Public Housing Operations to design and implement resident-facing projects. Oversee the provision of technical assistance and skills training for residents, including training aimed at fostering diversity and inclusion within the resident community. Represent the Authority at high-level conferences and meetings with residents, inter-agency committees and with governmental, civic, and private institutions. Perform other related duties.

Minimum Qualifications 1. A baccalaureate degree issued upon completion of a course of study registered by the University of the State of New York and seven (7) years experience in an executive or administrative capacity in a large community agency having or supervising at least 25 professional employees; or 2. A master's degree or 30 graduate credits in group work, community organization, recreation, physical education and six (6) years experience of the type described in (1) above; or 3. A satisfactory equivalent combination of education and experience.

Preferred Skills

Proven experience as community organizer, community builder knowledge of best practices skilled consensus-builder. Experience in the creation, facilitation, and presentation of intercultural programs. Experience leading successful teams, coordinating complex projects to achieve stated objectives, developing systems, and applying best practices. Demonstrated knowledge, skills, awareness of and demonstrated commitment to contemporary issues of inclusion, social justice, diversity, access, and equity. Experience working with NYCHA residents and/or in public housing communities. Self-starter, strategic thinker, problem solver with exceptional management ability to identify opportunities and act without being prompted. Proactive leader, innovative strategist, adept problem solver with outstanding management skills. Excellent interpersonal skills to build relationships with stakeholders, staff, and the community. Exceptional abilities in project management, organization, analysis, and qualitative methodologies. Excellent verbal and written communication skills strong attention to details.
