Tyto Athene is searching for an experienced and detail-oriented
Network Operations and Security Center (NOSC) Manager
to lead a combined NOC and SOC team in support of our customer in Arlington, Virginia. The NOSC Manager will ensure the smooth and efficient operation of network services, cybersecurity monitoring and incident response. The NOSC Manager will oversee the performance monitoring, management, and troubleshooting of network infrastructure to guarantee the highest levels of uptime and performance. The NOSC manager will also oversee cybersecurity monitoring and incident response to protect networks, systems, and data from cyber threats. The ideal candidate will have a strong technical background in network management as well as cybersecurity operations, and extensive leadership experience in managing or leading NOC and SOC teams. Responsibilities: Lead, mentor, and manage a team of NOC engineers, SOC analysts, cyber incident responders, cyber threat hunters, and cyber threat intelligence specialists ensuring operational efficiency, team performance, and adherence to service level agreements (SLAs). The NOSC Manager provides overall expertise in the network and cybersecurity operations functions. Oversee 24x7x365 network monitoring, identify issues, and proactively address potential risks or outages. Oversee 24x7x365 cybersecurity monitoring, detection, and incident response to identify, analyze, and contain cyber threats. Troubleshoot, diagnose, and resolve complex network problems, escalating to vendors as needed. Develop and update incident response plans, establish processes and procedures, and coordinate with relevant stakeholders to ensure timely and effective incident resolution. Manage the deployment and maintenance of network and security monitoring tools and technologies. Ensure effective IT and cyber incident response and problem management, maintaining detailed documentation of issues and resolutions. Ensure compliance with industry standards and DoD security regulations. Coordinate with internal departments and external vendors to address issues and ensure continuous improvement of network performance and cybersecurity monitoring. Develop and enforce NOSC procedures, best practices, and training programs for staff. Provide regular reports to senior management on network health, performance metrics, and incident resolution. Required: Bachelors degree in Computer Science, Information Technology, or related field, or equivalent experience. 12 Years of relevant experience with a minimum of 5 years of experience in network operations or cybersecurity operations, and at least 2 years in a leadership or managerial role within a NOC or SOC environment. Strong understanding of network protocols, topologies, and troubleshooting methods (e.g., TCP/IP, DNS, DHCP, VPN, routing/switching). Proven experience with network monitoring tools (e.g., SolarWinds, Nagios, or similar). Demonstrated ability to manage and mentor a technical team, fostering collaboration and high performance. Strong understanding of cybersecurity operations including monitoring, incident response, threat hunting, and cyber threat intelligence. Experience with incident management and responding to critical network outages and cybersecurity incidents. Strong written and verbal communication skills for reporting and collaborating across teams. Excellent technical, analytical, and organizational skills Strong customer service skills Experience with securing various environments Strong understanding of DoD network security policies, compliance regulations, and best practices (e.g., NIST, FISMA, etc.). Ability to lead and motivate a diverse team, ensuring high levels of collaboration and performance. Experience in capacity planning and ensuring efficient resource (personnel and systems) utilization. Proficiency in network management tools, IT and cybersecurity incident management platforms and monitoring systems. Knowledge of cloud-based networking and hybrid environments is a plus. Ability to handle high-pressure situations, including critical network incidents and outages. Desired: Certified Information Systems Security Professional (CISSP). Cisco Certified Network Professional (CCNP). ITIL Foundation or similar IT service management certification. Physical Demands: Ability to work in a 24/7 NOSC environment, including some nights, weekends, and on-call responsibilities as required Certifications:
DoD 8570 IAM/IAT Level III certification. This will change to a DoD 8140 equivalent once a DISA 8140 policy is released. Clearance:
