Description

SUMMARY:The Asset Maintenance Supervisor (Wastewater Treatment Plant) is principally responsible for performing, planning, organizing, and directing the installation, maintenance and repair of buildings, electronic, electrical and mechanical equipment used at the Wastewater Pollution Control Center including overseeing the computerized maintenance management system (CMMS). The incumbent is familiar with and qualified to work on mechanical, hydraulic, pneumatic, HVAC, plumbing, on-road commercial equipment, off-road heavy construction equipment, masonry, carpentry, emergency power generation/backup power units, computer systems including plant and lift station SCADA systems, plant LAN, PLC's, PLC programming, SCC's and computer communication networks. This position must have a safe working knowledge of all levels of electrical equipment and supply. This position also supervises the operation, maintenance, and efficiency of the functions performed by wastewater control center maintenance employees as assigned. Reports for duty in emergency situations.
Examples of Duties

ESSENTIAL FUNCTIONS:
  • Performs and executes repairs or replacement of equipment as identified by the Water Pollution Control Center Manager, or Assistant Manager and consistent with the CMMS program.
  • Troubleshoots and repairs problems associated with buildings, HVAC, electronic, electrical and mechanical equipment used at the wastewater pollution control center.
  • Works independently or in concert to troubleshoot plant and lift station controls including reprogramming computer or communication software. Supervises routine maintenance work of maintenance crews, including mechanical, electrical, and electronic equipment.
  • Determines need for parts and maintains inventories, orders repair parts and replacement equipment with appropriate approvals.
  • Researches and evaluates department services and effectiveness, providing recommendations to improve operations.
  • Troubleshoots and repairs a wide range of mechanical and electrical problems.
  • Provides recommendations regarding equipment repair or replacement.
  • Supervises and inspects contractor work on premises. Is available for 24 hour emergency response when required.
  • May be required for emergency stand by duty on a rotating basis.
  • Promotes and maintains positive departmental public relations including other City department staff, contractors or vendors and the community in general.
  • Directs selection, supervision, evaluation, discipline, training and instruction to maintenance staff.
  • Assigns and collects equipment to employees for work projects.
  • Organizes crews for utility equipment emergencies.
  • Promotes teamwork within the Maintenance section.
  • Establishes priorities, works with deadlines, responds to emergencies, and works with various skill levels and employee physical restrictions.
  • Reviews purchase orders, invoices, and monitors department expenditures.
  • Estimates and orders materials for assigned projects.
  • Maintains a manufacturer's literature library and equipment inventory.
  • Enters or supervises entry of work orders, administers and updates the computerized maintenance management system.

Typical Qualifications

THE REQUIREMENTS:
  1. Associates degree or equivalent in water, wastewater, electronics, or industrial technology or related field. Bachelor's degree preferred.
  2. Minimum of five (5) years of specialized or technical training or experience in electronic and electrical repair, gas and electrical utility supply, including safe working knowledge of high voltage electrical, full working knowledge of low voltage electrical, computer systems and power generation.
  3. Minimum of eight (8) years experience in the repair and maintenance of mechanical equipment, HVAC, sour gas scrubbing and beneficial reuse and other wastewater treatment maintenance activities.
  4. Minimum of one (1) year supervisory experience, preferably in a public sector wastewater treatment plant.
  5. Knowledge and ability to operate lifting devices, torches, welders, and other tools associated with repair work.
  6. Extensive knowledge and experience with computers, computer programs including CMMS programs, and SCADA systems.
