POSITION SUMMARY:
Under the direction of the superintendent, and reporting to the deputy superintendent chief of staff, the Chief Financial Officer will plan, organize, control, and direct the operations, activities, and services of all the departments within the Business Division. The Chief Financial Officer will coordinate and direct personnel, resources, communications, and information to meet district needs. The Chief Financial Officer will supervise and evaluate the performance of assigned personnel and serve as the liaison to the school board. The Chief Financial Officer will sit on the Superintendent's Cabinet, helping to shape and drive initiatives across the organization.
SPECIFIC DUTIES & RESPONSIBILITIES:
Supervises preparation of the Annual Comprehensive Annual Financial Report (CAFR) in accordance with generally accepted accounting principles.
Supervises preparation and submission of required reports to the Florida Department of Education.
Supervises preparation and submission of required reports to the school board.
Coordinates preparation of required financial schedules for the school board’s annual financial statements and single audits performed by external auditors and the Auditor General.
Oversees the accounts payable function, including the examination, processing and presenting the payment for all school board invoices.
Oversees the preparation and issuance of payroll for all district employees.
Oversees the development, preparation, and filing of all required tax returns and regulatory reports, including to all state and federal agencies.
Establishes and maintains effective and sound internal controls for all aspects of cash receipts, investment activities, accounts payable, payroll, accounting, and reporting functions; oversees long and short-term cash projections and cash management activities.
Oversees preparation of the annual operating and capital budget and presentation of the budget to the school board.
Oversees districtwide Procurement functions.
Ensures effective management of financial resources by developing effective short- and long-term investment strategies; oversees the management of commercial banking activities, debt (bond) issuance, and financing activities for capital expenses.
Ensures all interested parties remain informed about Hillsborough County Public Schools funding requirements and financial matters by effectively communicating through reports, serving on committees, meetings, presentations with the superintendent, school board, Florida Department of Education, legislators, outside agencies, legislative consultants, and the community to enhance and protect the district’s financial position.
Ensures compliance with legal requirements of budget advertising and hearing rules and regulations.
Ensures effective management practices are in place by utilizing appropriate strategies and problem-solving tools for decisions concerning planning, utilization of funds, service delivery, and evaluation of services provided.
Evaluates staff in accordance with district policies and procedures.
Participates in Superintendent’s Cabinet meetings to assist in formulation, implementation, and evaluation of appropriate policies and procedures concerning the school system.
Generates creative solutions to district challenges.
Prepares recommendations for school board meeting agendas and attends school board meetings.
Leads and monitors division/department in progress toward attainment of divisional strategic goals and objectives.
Interprets and applies local, state, and/or federal legislation, requirements, and standards to district programs and services.
Represents the district, as directed, at school, business, and community meetings during business hours and non-standard business hours. Attends local, regional, and state meetings as a representative of the district, as directed.
Manages divisional budget with an emphasis on cost-consciousness.
Performs any other duties as assigned.

QUALIFICATIONS:
The requirements listed below are representative of the knowledge, skill, and/or ability required to perform this job successfully.
Education:
A master’s degree. Degree or formal training in accounting, finance, or another related field preferred.
Experience:
Three (3) years of related management or supervisory experience required. Fifteen (15) years of hands-on accounting management experience or equivalent combination of education and experience preferred. Experience in public school administration, public school district administration, or other large diverse organizations required. Training and experience in budgeting, accounting, and related technology, or certified public accountant (CPA) preferred.
Certificates/Licenses/Registrations:
Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or Certified School Business Official (CSBO) certification preferred.
Language Skills:
Reads, analyzes, and interprets all kinds of documents. Responds to inquiries or complaints from employees, regulatory agencies, or community. Writes speeches and effectively presents to managers, the public, and school board.
Mathematical Skills:
Applies advanced math concepts and math operations to such tasks as frequency distribution, determination of test reliability and validity, correlation techniques, and sampling theory.
Reasoning Ability:
Defines problems, collects data, establishes facts, and draws valid conclusions. Interprets an extensive variety of technical instructions in mathematical or diagram form and deals with several abstract and concrete variables.
Computer Skills:
Knowledge of relevant and current computer software programs.
OTHER REQUIREMENTS : This position requires traveling to various school sites, work locations, and/or community organizations throughout the district during day and evening hours. This position is considered “critical personnel” during any emergency situation and can be subject to being held over or called back to a district location at any and all times.
SUPERVISORY EXPECTATIONS:
Manage assigned clerical staff and subordinate professional personnel in one or more sections of the department. Take responsibility for the overall direction, coordination, and evaluation of assigned teams. Carry out supervisory responsibilities in accordance with the district’s policies and applicable state and federal laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
