Deputy Chief Financial Officer*

The Orange County Finance and Administrative Services Department has an opening for a Deputy Chief Financial Officer.
The work involves the responsibility for assisting the Chief Financial Officer in ensuring all financial matters meet the requirements of the NC Local Government Fiscal Control Act, conforms with the laws and regulations within the NC General Statutes and managing the financial framework that includes policy, systems, audit, and reporting elements based on government accounting and auditing standards, federal regulations and laws, and best business practices. An employee in this class has responsibility for managing the strategic administrative, and managerial work in organizing and directing the County’s financial and administrative functions as directed. This position plays an integral role in supporting the internal controls environment and financial system administration, directly managing the daily operations of the payroll and accounts payable divisions, and directly supervising assigned staff within these divisions. Work is performed under the general direction of the Chief Financial Officer with considerable leeway to exercise independent judgment within the guidelines of generally accepted accounting principles (GAAP), local policies, procedures, ordinances, and North Carolina General Statutes governing the responsibilities of local government fiscal management and administration. The Deputy Chief Financial Officer may act with the full authority of the Chief Financial Officer in their absence. Supervision is required of this position. Position does related work as required.

AND
four (4) years of progressively responsible supervisory work experience in accounting, budget, or finance,
OR
an equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience. Certification as a Certified Public Accountant, Certified Public Finance Officer, or Certified Government Financial Manager is preferred. Experience in Local Government accounting or budgeting is preferred. SPECIAL REQUIREMENT All offers of employment are conditioned upon successful clearance of a background check. Employment cannot commence until the employee has been cleared. May be required to obtain additional certification(s) as deemed necessary by the Chief Financial Officer.
