Position Overview:
Directs and provides the organization's financial planning, accounting, human resource, payroll, procurement, inventory, and tax and regulatory reporting of the cooperative. Leads the financial services activities of the cooperative by planning, organizing, directing, performing, and aligning the functional responsibilities and objectives with the goals of the cooperative. Ensures compliance and cooperation with various regulatory entities, lending institutions, and the financial community. Serves as a member of 1803’s Management Team. Develops and maintains a productive relationship with the Board of Directors, the member-owner cooperatives, lenders, contractual counterparties, and regulators. Functions as the controller by developing and applying procedures and systems necessary to maintain adequate accounting, internal controls, and services. Performs the treasurer function and acts as the custodian of funds, securities, and assets of the organization. Coordinates efforts to ensure effective cash management. Establishes, operates, and reports on financial planning, budget processes, revenue, O&M, and Capital budgets. Minimum Requirements: Bachelor’s degree in Accounting, Finance, or Business Administration or an equivalent degree in a directly related field. CPA license or a Master’s degree in a directly related field preferred. Ten (10) years of progressively responsible directly related experience preferred. Previous experience in a utility environment, inclusive of electric utility accounting and rates is preferred. Knowledge of RUS Uniform System of Accounts; RUS accounting rules and applicable regulations. Experience or working knowledge in procurement processes and materials or inventory management. Working knowledge of relevant contracting and procurement regulations and the Code of Federal Regulations (CFR) as it relates to FEMA guidelines.
