Grants & Contracts Analyst

who will provide sponsored projects management support for grants and contracts awarded to the Bloomberg Center for Public Innovation (BCPI) and the Bloomberg Center for Government Excellence (GovEx). Reporting to the Divisional Business Officer (DBO) or their designee, you will provide administrative and financial support to a diverse portfolio of sponsored projects requiring work that encompasses an understanding of the sponsored projects life cycle from cradle to grave. This includes pre-award and post-award functions that may/may not be limited to: preparation of new and renewal proposal budgets, generation of post-award budget modifications, generation of official and ad-hoc financial projections and reports, and oversight of project reporting and close-out requirements. You will also have responsibilities for the generation and tracking/monitoring of project-related contracts and subawards and for ensuring that staff effort supported by sponsored projects is accurately tracked and monitored for in advance of official certification. This role functions at an intermediate level and is an exempt position. This role is eligible for a hybrid work schedule and based in Baltimore, MD. GovEx . Specific Duties & Responsibilities

Be the lead contact for center staff, sponsors and staff from relevant Johns Hopkins University (JHU) offices to address pre- and post-award requirements for grants and contracts. Lead the review of sponsored project documentation for accuracy, adherence to all relevant policies and readiness for necessary reviews, submissions and approvals. Provide guidance, preparation assistance, and support related to grant and contract proposals and applications. Generate and review project budgets and budget justifications for appropriateness and adherence to sponsor and university requirements. Identify concerns or issues with project budgets and expenditures, provide recommended solutions and contribute to the resolution of issues. Facilitate necessary consultations and documentation supporting the execution of subcontracts and subawards. Perform regular monitoring of grants and contracts and provide updates to principal investigators, center leadership and project managers. Ensure that all post-award requirements are well defined and that sponsor requirements for financial and progress reporting are addressed. Ensure that effort of project personnel is correctly aligned to project activities and captured within relevant effort management/certification systems. Perform other duties, as assigned. Knowledge, Skills, and Abilities Generation and management of financial analyses and spreadsheets. Knowledge of accounting and budgeting theory and practices. Understanding of enterprise resource planning (ERP) and grants management systems commonly utilized by academic institutions. Minimum Qualifications Bachelor's Degree. Two years of administrative/budgeting experience. Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula. Preferred Qualifications Prior experience managing grants and contracts awarded by foundations and governments. Manage tasks and timelines, find solutions to issues and obstacles, and work constructively as a part of a project team. Work with a high degree of independence. Manage several tasks simultaneously and to meet timelines for deliverables.
