Senior Scientist - Archaeologist

Whatcom Public Works is recruiting for the new position of
Senior Scientist – Archaeologist . This position identifies cultural resources in Whatcom County in order to identify, protect and preserve them, when constructing and maintaining roads, bridges and drainage systems. The Archeologist will work collaboratively with Tribes, Nations, organizations and regulatory agencies, to support the protection and preservation of our region's cultural and historical resources. By providing anthropological and archaeological expertise, oversight and training directly to county staff, this position will enhance the Public Work’s ability to carefully and properly engage in land disturbing and excavation activities. The position’s scope involves surveying Whatcom County project sites, documenting and inventorying cultural and historical findings, conducting tribal consultations, preparing reports and submitting permits to the Washington State Dept of Archaeology and Historic Preservation.
Essential Duties include: Conducts archaeological project reviews under the guidance of the State Environmental Policy Act (SEPA), the Shoreline Management Act, and other laws, codes, ordinances and policies. Develops and implements countywide cultural resource management plan in compliance with federal, state and local regulations. Surveys Whatcom County project sites, documents and inventories cultural and historical findings, conducts tribal consultations, prepares reports and submits permits to the Washington State Department of Archaeology and Historic Preservation (DAHP). Provides cultural resource management orientation and training to personnel on protection of cultural resources. Develops county plans, policies and procedures and trains personnel on implementation to ensure compliance with required cultural protection practices. Performs technical, archaeological, on-site fieldwork including collection and analysis of possible cultural and historical artifacts; conducts surveys and excavations; performs or facilitates laboratory analysis as appropriate and prepares reports on findings, conclusions, and recommendations. Acts as a technical advisor to the County’s Public Works Department for capital improvement and maintenance activities. Provides oversight on outside professional services contracts, including developing requests for proposals, and managing consultant contract deliverables. Manages contracts, develops budgets and pursues funding opportunities involving archaeology.

Hiring rate depends on qualifications. This position receives
annual pay increases
to the next step in the associated
salary range
(apx. 3.8%) subject to satisfactory performance,
in addition
to any negotiated Cost of Living Adjustments (COLA).
Qualifications: Minimum of 3 years of professional experience performing archaeological work, including excavation and technical research with the cultural and historical aspects of Native American Tribes of the Northwest. Must meet the requirements set forth in the Washington Administrative Code
(WAC) 25-48-020
for Professional Archaeologists. Completion of two permits with the Department of Archaeology and Historic Preservation is desired. At its sole discretion, Whatcom County may consider combinations of education, experience, certifications, and training in lieu of specifically required qualifications contained herein.
