State of Massachusetts Senior Budget Analyst
Location: Boston, Massachusetts This position offers some flexibility of office location within the hybrid work model currently being observed. The Senior Budget Analyst assists the Budget Director and Chief Financial Officer (CFO) in analyzing agency program and policy functions for budget implications. They ensure EEC’s financial accountability through coordination of accounting, contracting, and policy functions and conduct fiscal and policy analyses on EEC administration and programs. They make recommendations in the development of new programs and policies, ensure resources and contracts are allocated and tracked properly and coordinate necessary data sharing with EEC units. Key Responsibilities: Federal Grants Maintenance: Develop, track, and revise federal budget forecasts incorporating policy changes into the forecast assumptions. Work in collaboration with other units in the department on strategic planning and supporting program development. Perform federal draw and account reconciliation to ensure the state and federal accounting systems align. Oversee and complete all administrative responsibilities required for the accounts overseen. Maintain payroll on federal grants and perform indirect draw submissions to CTR. Reporting: Routinely review expenditures through MMARS and provide updates to the monthly federal reports. Work with Federal Agencies such as ACF to ensure all federal reports are submitted accurately. Research & Analysis: Facilitate, coordinate, and manage a range of data analysis functions related to expenditures and outcomes. Monitor and evaluate the validity of the department's data and policy adjustments on federal regulations. Stakeholder Engagement: Provide EEC agency responses to information requests from the Federal Revenue Unit at EHS. Develop and maintain strong relationships with officials from other state and federal agencies. Minimum Entrance Requirements: Applicants must have at least (A) five (5) years of full-time or equivalent part-time experience in financial management work, or (B) any equivalent combination of the required experience and substitutions below: A certificate in a relevant or related field may be substituted for one (1) year of the required experience. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
