Division Manager, Software Development

position, grade G31 in the Software Development Division. About the Position

This is a mid-management level professional leading the technical work in the development, configuration, enhancement, maintenance, and testing of software applications, integration and interfaces, and data that support County agencies' business solutions, either complete custom development or using commercial-off-the-shelf (COTS) and/or software subscription services ("cloud platforms"). The incumbent will serve as the Division Manager of the Software Development Division, supervising a team of employee and contractor software developers and a senior SME (subject matter expert) to OIT Executive Management. Work is performed under the general supervision of the Associate Director, Digital Government and is evaluated in terms of technical delivery, managerial efficiency, and overall program management. About the Agency

The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The OIT Service Desk provides information technology support and maintenance services to Prince George’s County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services. Responsibilities

Plans, assigns, and directs the activities of professional and technical personnel involved in the design, development, and system analysis functions. Prepares regular reports for OIT Executive Management to illustrate the functioning of systems, the status of program development, and divisional needs. Manages the governance of the County's applications by directing the activities of developers responsible for maintenance and development. Manages the daily activities of the database administrators, analysts, and developers responsible for the design, implementation, maintenance, and support of County data warehouse systems. Minimum Qualifications

Master's degree in Information Technology, Business/Public Administration, Mathematics, Computer Science, or a closely related field. Three (3) years of information technology experience that includes two (2) years of supervisory/managerial duties. An equivalent combination of education and experience may be considered; however, there is no equivalent for lead, supervisory, or managerial experience. Preferred Qualifications

Experience with cloud computing technologies (e.g., AWS, Azure) and application integration. Experience with continuous integration platforms (e.g., GitHub, Teams Foundation Server) and Copilot. Experience with Visual Studio. Preferred programming languages: C#.NET, VB.NET, Python, PowerShell, JavaScript, C++, C, SQL. Certified Ethical Hacker (CEH) v9 or above certification. Information Technology Infrastructure Library (ITIL) v3 or above certification. Job Location
