OVERVIEW

The Chief Financial Officer is responsible for directing the fiscal functions of the Corporation in accordance with generally accepted accounting principles and other regulatory and advisory organizations. This role involves providing strategic leadership for CCS by working with the Executive Management Team to establish long-range goals and strategies. May perform other duties as assigned.

This is a

mission oriented position.

The Chief Financial Officer leads a strong management team and is responsible for both detailed tasks associated with administration and finance as well as strategic planning. The individual is responsible for maintaining positive relationships with colleagues on the Executive Management Team, staff within the department, members of the Corporate Board, and the staff of funding and regulatory agencies.

ESSENTIAL FUNCTIONS

General Administration and Management Functions

Personnel:

Recruit, hire, train, and manage the Business Office staff.

General Administration:

Assist in the ongoing development of administrative support for agency programs through creative problem solving and technical assistance.

Consultation:

Offer training and consultation to agencies and support service staff.

Human Resources:

Implement CCS Personnel Policies and Procedures including the Affirmative Action/EEO plan.

Related Functions:

Assure compliance with Affirmative Action goals and objectives.

Executive Functions:

Act as an executive of the Corporation by participating with the CCS Board of Directors at monthly meetings.

Financial Management and Accounting Functions

Budget:

Prepare and monitor the annual budget for CCS and assist in budget negotiations.

Fiscal Monitoring:

Direct all financial accounting policies and practices of the Corporation.

Internal and External Audit:

Provide oversight for the annual corporate audit and compliance with applicable funding accounting requirements.

Investments:

Oversee Investment Management responsible for the assets of the Corporation.

Ongoing Reporting:

Provide analysis of financial information and contract performance.

Management Support:

Prepare or provide oversight of reports necessary for compliance.

Executive Functions

Strategic Planning:

Participate in the development and implementation of strategic goals.

Corporate Board:

Serve as primary staff support to the Finance Committee.

Executive Management:

Participate in executive decisions within an Executive Management Team environment.

Continuous Quality Improvement:

Create an environment of continuous quality improvement within the business functions.

MINIMUM REQUIREMENTS

Certified Public Accountant.

At least five years of experience in a health, human service in a nonprofit environment.

Five years experience with multi-user accounting software.

Excellent skills in spreadsheet and schedule development.

Budget development and contract negotiations experience.

Supervision of professional accounting staff.

Maintain CPA credentials during full term of employment.

Knowledge, Skills and Abilities:

Financial:

Extensive knowledge of A110 and OMB-122, Medicare Cost Reporting.

Communication:

Excellent skills in writing policies and procedures.

Personal Qualities:

Ability to work as a member of a team and treat others with respect.

Organizational Relationships:

Understanding of appropriate relationships within a Corporate Board structure.

REGULATORY

Must be at least 18 years of age.

Valid driver license and proof of insurance.

Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card.

Pass pre-employment drug screen.
