The Town of Hillsborough (pop. 11,574) is a residential community located in San Mateo County, midway between San Francisco and San Jose. Incorporated in 1910, the Town provides a full range of essential municipal services including police and fire protection, land use planning, building permitting and inspection, maintenance of roads, and water, sewer, and storm drainage infrastructures. The Organization: The Town is a general law city operating with a Council-Manager form of government. The City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Town’s staff of 99 FTEs support the residents through the five departments: City Manager’s Office, Finance, Police, Building & Planning, and Public Works. The Department: The City Manager oversees all departments, staff, and operations to ensure the general policy guidelines of the City Council are followed in an efficient and effective manner. The City Manager’s office coordinates the human resource’s function; administers all employee benefit and insurance programs, the Town’s loss prevention program, election process, and records management. DISTINGUISHING CHARACTERISTICS: This position is flexibly staffed at either a Management Analyst I, II, or Senior level, depending on qualifications. Management Analyst I: This is the entry-level class in the professional Management Analyst series. Under close supervision, incumbents may perform routine classification and salary survey projects, some recruitment and selection activities, and have some exposure to routine labor relations assignments. Management Analyst II: This is the fully qualified journey-level classification in the Management Analyst series. Positions at this level perform the full range of duties as assigned, working independently, exercising judgment and initiative, and providing lead direction to assigned staff. Senior Management Analyst: This is the full supervisory-level class in the Management Analyst series that exercises independent judgment on diverse and specialized management analysis and program/project management. ESSENTIAL DUTIES: Oversees the day-to-day functions of assigned human resources programs. Performs the full range of management recruitment and selection activities. Assists with the preparation for and handling of due process matters. Drafts or assists with preparation of resolutions, memoranda of understanding, reports, correspondence, and related documents. Implements changes in operational procedures to improve efficiency/effectiveness, adhere to regulations, laws and policies. Conducts advanced and complicated analysis on a variety of issues. Develops and makes presentations and provides outreach to other departments. Other duties as assigned. MINIMUM QUALIFICATIONS: Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance would be qualifying. A typical way to obtain the required knowledge and skills would be: Management Analyst I: Bachelor's degree from an accredited college or university with major course work in human resources management, public or business administration, industrial relations, or a closely related field and one (1) year of experience in the field of human resources. Management Analyst II: Bachelor’s degree from an accredited college or university with major course work in human resources management, public or business administration, industrial relations, or a closely related field; and at least two (2) years of experience performing duties comparable to those of a Management Analyst I. Senior Management Analyst: Bachelor’s degree from an accredited college or university with major course work in human resources management, public or business administration, industrial relations, or a closely related field; and at least five (5) years of experience performing duties comparable to those of a Management Analyst II.
