Nature of Work
This position is within the asset management program for the Division of Water & Sewer. This is technical work involving the Geographic Information System (GIS). Employees in this class are responsible for providing digital and hard copy GIS data and custom map products; geographic database development and maintenance; respond to requests from other government agencies and citizens. The employee performs work under general supervision through conferences, reports, observations of results, and team assignments. Performance evaluation is based on the completeness and timeliness of work, the initiative displayed, and the soundness of judgment exercised during assignments of tasks.
Through the recruitment process, a determination will be made on which position will be offered to a candidate, based upon the candidate's skills and abilities as it relates to the minimum qualification requirements for each position listed above. Additionally, the salary offered will be commensurate with a candidate's qualifications in relation to the position being offered. GIS Technician I Designs and creates detailed and accurate cartographic products using the GIS system.
Produces, maintains, and edits GIS data layers and databases.
Maintains digital mapping associated with the department's functions.
Work Includes planning, maintenance, and operations of enterprise asset management systems including upgrades of related applications, databases, and related software. GIS Technician II
Designs and creates detailed and accurate cartographic products using the GIS system. Produces, maintains, and edits GIS data layers and databases. Researches GIS access procedures and methodology. Maintains digital mapping associated with the department's functions. Participates in comprehensive zoning, master plan development activities, and all other essential departmental functions requiring GIS and digital mapping. Work Includes planning, maintenance, and operations of enterprise asset management systems including upgrades of related applications, databases, and related software.
Minimum Qualification Requirements
KNOWLEDGE, SKILLS, AND ABILITIES :
Knowledge of GIS, including data analysis, transfer, and formatting
Knowledge of Harford County specific data layers, creation detail, ownership, and display
Knowledge of database query procedures and ability to assess the accuracy of results
Knowledge of Microsoft Office Suite programs
Knowledge of computer-aided drafting and design software
Ability to manipulate spatial data, cartographic output and design, software commands, data editing, accuracy determination, digitizing, scanning, plotting, data acquisition, and general computer operation
Ability to communicate professionally on all levels
Cartographic skill and knowledge to include map design, the accuracy of presentation required map components and elements, layout, and media
Knowledge of statistical and analytical techniques and survey and research techniques
Ability to apply research techniques to a variety of problems
Ability to make interpretations of basic data
Ability to work independently as well as cooperatively on a team project
Ability to express ideas, information, and analysis in a clear and concise manner
Ability to communicate effectively in both the oral and written form
Ability to maintain effective working relationships, and to interact effectively with groups EDUCATION and EXPERIENCE: Proof of college degree is required by the selected candidate. Additional experience as stated above may be substituted for the education requirement on a year-for-year basis
GIS Technician I Master's degree from an accredited college or university in a Planning related field, in Engineering, or a Computer Science related field to include course work in land use planning, geography, and GIS. OR Bachelor's degree from an accredited college or university with course work in land use planning, geography, engineering, environmental science, GIS, computer science, database analysis or database management systems
AND
one year experience in Geographic Information Systems including ArcMap or ArcGIS Pro OR A.A. Degree in geography or engineering or environmental science
AND
four (4) years' experience in Geographic Information Systems including ArcMap or ArcGIS Pro
GIS Technician II Master's degree from an accredited college or university in a Planning related field, in Engineering, or in a Computer Science related field to include course work in land use planning, geography, and/or GIS
AND
two (2) years of progressively responsible experience OR Bachelor's degree from an accredited college or university to include course work in land use planning, geography, engineering, database analysis, database management systems, and/or GIS
AND
four (4) years of experience
LICENSE:
Possession of a valid Class "D" or Class "C" non-commercial driver's license with no more than three (3) points.
SAFETY:
Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations, and applicable Harford County safety policies, procedures, or manual as required for this position.
