SUMMARY OF DUTIES:
The Director, Capital Delivery Financial Planning & Analysis leads a team of financial analysts tasked with providing financial analysis behind Amtrak's Capital Delivery Department. This position will partner with project teams within Capital Delivery to understand and report capital results to senior leadership, the Board of Directors, and external stakeholders to help execute Amtrak's financial goals.
This position is expected to serve as a positive role model and to perform all responsibilities with a commitment to providing superior service to Amtrak's departments and an atmosphere of teamwork and continuous improvement. Primarily, the Director, Financial Planning & Analysis must fulfill the needs of Amtrak in a manner which is consistent with Amtrak's core values.
ESSENTIAL FUNCTIONS:
- Own, lead and improve all financial planning and analysis functions, processes, and deliverables, including budgets, forecasts, financial analysis, reporting, monthly close support, variance analysis, presentations, etc.
- Participate and support the development and management of Amtrak's capital annual plan, 5-year plan and monthly forecasts.
- Own, lead and prepare the reconciliation of journal entries, monthly and year-end accruals related to the capital projects within Capital Delivery.
- Lead and/or participate in the development of the financial sections of all major business cases (including underlying financial models) for real estate transactions, infrastructure projects, fleet acquisitions and new route implementation.
- Lead the development of 5-year strategic plan and other long-range planning activities.
- Translate outputs of financial analysis into meaningful insights for executive level management, the Board, congress, FRA, and any other pertinent constituents.
- Function as liaison between Capital Delivery and Finance leadership to deliver regular and timely reporting, financial analysis, insight, and commentary to senior leadership in support of decision making to drive strategic initiatives.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in finance, Business Administration, Accounting, Economics, or related field.
- 10+ years of progressively increasing relevant FP&A experience and responsibilities.
- Knowledge of US Generally Accepted Accounting Principles.
- Strong financial modeling and analytical skills.
- Experience with financial management of large capital portfolios.
- Ability to create and maintain excellent working relationships with senior level business partners.
- Ability to lead and work in a high production environment with frequently changing priorities and respond quickly and effectively under pressure and deadlines.
- Excellent oral and written communication skills.
- Experience with Excel, Word, PowerPoint, and enterprise financial planning systems.
PREFERRED QUALIFICATIONS:
- Master's degree in business administration or related field.
- Transportation industry experience.

The salary/hourly range is $163,000-$211,140, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
