DEFINITION OF RESPONSIBILITY
Under general supervision provides will be responsible for managing and ensuring compliance with all prevailing wage laws and local hire program regulations enacted by County, State and Federal wage and hour labor laws.

Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Paid Leave
Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.
Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.
Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.

- Skill in personal contacts requiring the ability to explain requirements or rights and obtain information and cooperation from people with diverse backgrounds and levels of understanding, reconcile conflicting interests, and persuade others to comply voluntarily with requirements.
- Applying investigative and prevailing wage compliance review methods, information sources and protocols specific to self-audit and certificate application reviews.
- Represents the Department's interests by attending pre-bid and/or pre-construction meetings. Gathers information pertinent to assist with related decision-making. Explains prevailing wage rate requirements and contractor's responsibilities.
- Keeps abreast of all applicable federal, state and local wage laws. Serves as lead on prevailing wages as issued by the Maryland Department of Labor, Wage and Hour Division.
- Ensures accurate quality assurance of contractor and subcontractors' payroll records. Ensures records reflect necessary information including signed time records, daily work records, completed payroll ledger/journals, fringe benefit records, etc. Systematically audits information and takes appropriate actions in consultation with the Contract Monitors.
- Verifies the accuracy of job designs and the legitimacy of jobs.
- Sets up and maintains files containing all contractors' and subcontractors' payroll reports, affidavits, and related documents, to be available for public inspection and reference. Obtains all pertinent information and documentation from contractors and subcontractors required to complete projects.
- Supplies contractors with any changes in Prevailing Wage Rates and other related information.
- Conducts regular and annual surveys, as necessary.
- Writes and maintains related procedural manual, forms, etc.
Qualifications
Required Qualifications
- Bachelor's Degree in Business or Public Administration or related field from an accredited college or university.
- Minimum of three years of experience in government senior management and/or compliance management.
- An equivalent combination of education and experience.
- Proven ability to work effectively in a fast-paced and fluid environment
- Thorough knowledge of Cloud-based wage management platforms and ability to manage input to payroll systems
- Experience in Compliance management in a government setting
- Strong project management skills
- Intermediate skills using Microsoft Office (Outlook, Word, Excel and PowerPoint)
- Strong interpersonal skills
- Ability to contribute to a collaborative team environment
- Highly effective communicator with ability to prepare and present clear and accurate information
- Ability to work across organizational units
- Ability to establish effective working relationships with co-workers, county staff, and IT consultants
- Ability to establish effective working relationships with vendors and sub-contractors
