Job Duties
The Department of Planning and Budget (DPB) advises the Governor, the Governor's staff, and cabinet secretaries on fiscal, policy, program, and legislative issues involving Virginia state agencies. DPB is looking for a senior-level analyst in its Administrative Services division to help lead fiscal, information technology, procurement, records management, strategic planning, and other administrative efforts needed to support the on-going operations of the agency. The responsibilities include: 1) working with DPB management on short-term and long-term agency budgeting issues; 2) monitoring and reconciling expenditures, 3) initiating small and large dollar procurements; 4) researching auditing and general accounting issues; 5) leading projects that have direct impact on the agency; and 5) coordinating long-term information technology planning and system support efforts as well as policy review.
Minimum Qualifications
The successful candidate will be self-reliant, self-motivated, and work well within a team-centered environment. In addition, the successful candidate will be required to develop a thorough knowledge of agency operations and perform analytical budget, policy, and information technology reviews with limited supervision. The successful candidate is also expected to be proactive and creative in identifying opportunities to improve agency operations and efficiency and participate in agency-wide initiatives and task forces as needed. The successful candidate is expected to interact with high-ranking officials as needed and identified by the agency director.
The successful candidate will be able to think critically and effectively communicate workable and creative recommendations, both orally and in writing. The successful candidate is expected to provide a leadership role when called upon for special assignments. The successful candidate will develop and build trust and relationships with agency employees, management, other agency contacts, and high-ranking officials.
The successful candidate must possess the following: •Professional level training and experience in public administration, business administration, auditing, accounting, planning, or government. •Considerable experience working in finance, budgeting, and/or auditing. •Experience with automated software, such as Microsoft Word, Excel, and PowerPoint, to prepare and present analyses. Intermediate-level skills in Microsoft Excel are required (e.g., pivot tables, formulas/functions, graphs). •General knowledge of records management. •Demonstrated ability to communicate effectively with individuals both orally and in writing. •Demonstrated ability to handle multiple assignments simultaneously under deadlines. •Experience working independently and as a team leader/member.
