Under supervision, the incumbent will work as the Associate Business Officer to support the Administrative Vice Chair (AVC) with coordination, development, implementation, management, and monitoring of departmental finance, human resources, and business administration functions in the areas of teaching, research, and clinical service delivery within the Department of Psychiatry. The Associate Business Officer assists the Administrative Vice Chair in managing risk and maintaining fiscal stewardship for an annual budget of over $80 million in revenue and expenses. The Associate Business Officer is a key senior staff member, reporting directly to the Department Chair and the Administrative Vice Chair (AVC). Incumbent will oversee all departmental operating budget processes, assignment of expenditures, long-range financial forecasting, and record keeping. Independently oversees and supervises preparation of department's annual budget. Provides expertise and advice to the AVC on matters related to business and finance. Oversees funds flow and all revenue allocations for the Department. Incumbent independently oversees the administration of the Department's administrative staff salaries, as well as faculty compensation and incentive plans. Will provide financial consultation, perform complex financial analysis, and oversee the preparation of financial expenditure reports. This position will provide strategic planning, develop and implement policies, procedures, and business processes; provide recommendations to Department Chair, Department Administrative Vice Chair, and department administrative management teams. Collaborates with Department Chair, Administrative Vice Chair, Division/Unit Heads, and designated faculty in the development of clinical units and programs. Will use discretionary authority to solve managerial and programmatic concerns; will perform responsibilities with a high degree of independence, resourcefulness, and use of analytical skills to resolve complex problems. Represents the Department, Department Chair, and the AVC on key campus committees related to the management of School of Medicine (SOM)-wide resources and business. In the absence of the Chair and AVC, has delegated authority to act on resource-related matters under the Department's control. The incumbent is responsible for short and long-range resource planning for Psychiatry and is responsible for developing resource plans for new academic and staff initiatives. The incumbent manages the financial performance and accountability and control environment of operating units in Psychiatry including Academic, Research, and Clinical Divisions, Joint Doctoral Programs with other Universities, Administrative Support Groups, and Self-Supporting Activities. Establishes internal controls to assess and manage risk in areas such as budget and finance and research program support. Dedicates the majority of their effort to accomplishing organizational objectives through the coordinated achievements of subordinate staff. Performs other complex assignments and special projects. The scope and complexity of this position presents the highest risk with the least support. Accountability for errors and problem resolution is required. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets. Provides tactical and strategic advice and guidance to the Department Chair, AVC, the Department's senior leadership team, faculty, and staff regarding budget, finance, and debt management. Develops creative approaches to increase and enhance the resources and infrastructure necessary to sustain Psychiatry's mission. This position provides opportunities for staff education and career development. Provides training and development to permanent staff. Receives assignments in the form of strategic and operational objectives and determines how to use resources to meet schedules and goals. Manages, prepares, administers, and directs control of budgeting and maintenance of organization resources. Manages the activities of the finance, human resources, and administrative staff. Reviews and approves recommendations for financial planning and control. Monitors division and department adherence to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Erroneous decisions or failure to achieve goals results in additional costs and personnel and serious delays in overall schedules. MINIMUM QUALIFICATIONS
Thirteen years of related experience, education/training, OR an advanced degree in related area plus seven years of related experience/training.
Comprehensive knowledge of finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping. Demonstrated ability to develop reports, graphs and charts to explain financial issues to a broad audience. Advanced experience on how to interpret, compose and develop procedural documents and present to faculty and subordinates.
Ability to effectively communicate verbally and in writing. Demonstrated ability to exercise advance level of independent judgment and decision making utilizing strong analytical skills and written and oral communication skills using tact, diplomacy, and strategic negotiation skills.
