The Senior Grants and Contracts Manager of Sponsored Research Administration provides critical grants and contract management support to Principal Investigators (PIs) and Project Managers (PMs) and plays a key role in providing the administration of day-to-day grants and contract management activities. This is not a clinical research position. Responsibilities include the coordination, planning, development, and implementation of the fiscal and fiscal-oriented functions of AAHI’s research efforts from grant and contract proposal development through budget closings. This role reports to the Finance Director.

Responsibilities: Pre-Award Assist PIs and PMs in the development and submission of accurate proposal budgets and compliant proposal materials by interpreting sponsor guidelines, organizational policies, and federal regulations (when applicable). Support the lead on proposal development and new opportunity management. Track the status of proposals and communicate with funding agencies regarding the review and award process; keep an up-to-date and accessible list of proposals and their status. Draft, submit, and manage grants and contracts, especially from federal and private funding sources. Review new funding opportunities and/or terms and conditions of other awarding mechanisms and highlight key compliance requirements. Ensure that all required proposal documentation for subrecipients is complete and compliant prior to submission of proposal. Identify any required cost sharing or other proposal requirements. Post-Award Monitor month to month balance of award funds (including individual contract options), assist in efforts to reforecast expenditures, prepare FAR 52.232-20(b) cost-to-complete analyses for submission to sponsors, and provide guidance to scientists so all grant funds are used in accordance with approved budget and applicable sponsor policy/regulation. Review and approve invoices and billings to funding agencies on a timely basis in coordination with Finance and PMs/PIs. Assist in the submission of progress reports in coordination with PIs and PMs. Work with PIs, PMs, Legal and Finance to submit COA’s for subaward and subcontract approvals. No-cost-extension requests and Cost to Complete proposals. Originate subawards and subcontracts in collaboration with the Legal department, including conducting 2 CFR 200.331 determinations and Uniform Guidance risk assessment. Monitor awards made to subrecipients, including approval of subrecipient invoices, effort reporting, etc. Contribute to the financial oversight of awards and compliance with applicable policy and regulation by serving as an internal control and interpreting sponsor cost principles for determination of allowable costs. Ensure compliance reports are submitted for small business reporting and other required reporting. Support the Finance department in compliance matters, including responding to auditor requests during Federal Single Audit. Ensure timely and appropriate closeout of sponsored projects per sponsor requirements. Desired Qualifications: 3-5 years’ experience working with grants and contracts, either at an academic institution, non-profit organization, clinical research site, or pharmaceutical/biotech organization. Three (3) years of experience in federal research award management (preferably research awards with NIH, NIAID, DoD, etc). Familiarity with compliance requirements such as Uniform Guidance (2 CFR Part 200), FAR/DFAR, or other funding-specific guidelines preferred. Highly proficient and capable in Excel and complex budget creation. Ability to independently research policies and procedures, develop problem solving approaches, and apply to situations appropriately. Ability to work with the Legal Department and federal contracting officer(s) to apply federal regulations to contract negotiations and management. Understanding of federal grant and contract budgeting and ability to manage award budgets in collaboration with Finance Department and PMs/PIs. Ability to quickly learn changing technologies related to grants and contracts management. Holds a degree in Business, Finance, Accounting or related field. Detail oriented.
