Job Summary The Marine Manager is an integral part of Hawaii Stevedore Inc.(HSI) management Team responsible for execution of daily operational plans, maintaining a safe and healthy work environment, and management and direction of union members including Longshore Laborers, Wharf Clerks, L100 Supervisors, Mechanics, and OCU staff.
Primary Objectives
Oversee all functions associated with the day-to-day functions of Marine Operations and ensure maximum customer satisfaction. Direct and coordinate supervisor teams to ensure effective direction and utilization of labor. Plan and organize operations to optimize productivity, safety, and achievement of production and financial targets. Actively monitor production to ensure timely, efficient and effective completion of operations. Manage Marine Operations, ILWU work force, and ILWU Planners relating to Terminal Operating System utilization, allocations, and planning. Manage compliance with applicable contracts and regulations. Duties and Responsibilities
Direct and manage union workforce to include communication of job expectations, compliance with contractual standards, grievance resolution, and disciplinary action up to and including termination. Manage staffing, performance review and development, financial performance, and disciplinary action to include hiring and firing of labor. Manage overall labor strategy to include negotiations, manning calculations, forecasting, utilization, development, and disciplinary functions. Provide oversight and take responsibility for vessel loading, unloading, forecasting, safety, labor relations, productivity, and cost control management. Use clear communication, planning, and coordination to ensure productive, safe, and smooth operations. Supervise allocation of steady labor. Supervise clerk staff. Assign Supervisor allocation against vessel operations both dayside and night side. Produce and submit thorough and accurate timesheets, documentation, reporting, operations recaps, and records within required timeframes. Develop operational plans designed to achieve company goals and objectives. Review, monitor, and report on cargo vessel production. Prepare documents for vessel billing. Gather and review cargo information. Determine client vessel suitability for the proposed voyage. Create a variety of detailed lists and reports relating to operations including cargo plans, cargo lists, survey reports and load reports. Create, review, and coordinate stowage plans in support of shipper. Efficiently produce cargo ensuring a constant flow to the vessel. Ensure stowage will be safe for the ocean going voyage Ensure stowage will be safe and productive on discharge. Support contractual customer operations both directly and using expert staff. Implement and maintain pre and post vessel reporting procedures and timelines to facilitate billing, customer reporting, and operational analysis and metrics. Ensure compliance with contractual requirements between customer, shipper, and charterer. Coordinate with and advise customers, shipper, stevedores, agents, and vessel staff in relation to the most efficient, cost effective, and safe methods of loading cargo. Develop and implement a Quality Plan to identify trends and opportunities for continuous improvement and track claims reduction measures. Support and drive innovation and the development of new technology where and when applicable. Liaison between vessel owners, agents, sales teams, terminal operations, other port operations, and finance to facilitate vessel operations. Other duties as assigned. Education
Bachelor's degree in Maritime Operations, or related field or equivalent combination of coursework and experience preferred Licenses and Certifications
Valid state-issued driver's license required Transportation Worker Identification Credential (TWIC) required Work Experience
5+ years' related marine terminal management experience required Prior experience working with and overseeing union-represented employees required Required Knowledge, Skills and Abilities
Thorough knowledge of principles of terminal operations and stevedore operations for break bulk and/or container vessels. Knowledge and understanding of cargo stowage restrictions with regards to hazardous cargo and stability considerations of vessels. Knowledge of safety and accident prevention codes and regulations and related industry governmental regulations. Basic knowledge of safety and accident prevention codes and regulations and related industry governmental regulations is desirable. Thorough knowledge of port practices with regards to ILWU labor contracts. Self-motivated with the ability to work under pressure with minimal supervision. Good verbal and written communication skills. Good organizational and multi-tasking skills. Ability to drive automatic and manual transmission vehicles safely. Ability to learn and utilize related proprietary software applications. Demonstrated proficiency with Microsoft Office products at the following levels: * Word, Excel, Outlook: Basic level of skill Competencies
