Executive Director of Finance and Compliance/Controller- Associate Administrator (ECP) POSITION DETAILS As a key member of the executive management team, the Executive Director of Finance and Compliance/Controller oversees one or more College functions to fulfill comprehensive program goals and contributes to overall College strategic objectives. He/she plans and implements a range of successful programs; and oversees staff, budget, and business operations. The Executive Director for Finance and Compliance/Controller assists the Assistant Vice President of Budget, Finance and Business Operations with special projects and serves as a backup, assuming responsibility for the unit in their absence. Primary duties include but are not limited to: administering the University's financial operations, safeguarding assets, and ensuring that University assets are properly utilized; overseeing all financial services functions including: Accounting, Campus Activities, including Auxiliary Enterprise and Student Association, and Property Management; strategically and collaboratively enhancing the university's financial strength through fiscal analysis, monitoring, planning and reporting. The duties and responsibilities of the position include, but are not limited to: Prepares and presents informative and helpful written and oral reports on the status of planning processes and fiscal performance. Develops, interprets, communicates, and maintains fiscal policies. Manages the ongoing financial, operational, and staffing activities of the department. Manages operating budget and performs analysis and reporting to support decision-making. Recruits, motivates, directs, and supervises a staff of financial professionals to achieve these objectives. Oversees legal, safety, fiscal, and other compliance requirements. Serves on College Risk Management Council and assists in implementation and further development of Risk Management Plan. Directs Internal Control campus-wide self-assessment process. Serves as the College's internal audit liaison. Serves as the Treasurer of the Student Association and the Auxiliary Enterprise Corporation. Independently carries out a portfolio of responsibilities under the department's purview, such as managing committees, securing approvals, and providing communications. Ensures the proper implementation of University-wide financial and accounting systems on the campus. Ensures compliance with all appropriate City, State, Federal and GAAP and GASB accounting and regulatory policies. Performs other related duties as assigned. QUALIFICATIONS This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a Bachelor's degree and eight years' related experience. Additional qualifications are defined below by the College. The candidate must possess demonstrated experience in the management of complex administrative and financial operations; the ability to articulate organizational mission, vision, and values and be able to foster a positive working environment. The ideal candidate will think strategically with a University-wide perspective; be able to work collaboratively within and outside the division; have high personal and professional integrity; and demonstrate a passion for excellence and for the provision of exceptional customer service. The position requires eight years of progressive management experience; demonstrated supervisory experience; strong computer proficiency; and experience in working with diverse populations. Excellent verbal and written communication skills are also required. Experience in higher education is a plus. -CPA is required with experience in a diverse urban higher education system. Must possess strong organizational skills and ability to present oral and written reports. -Excellent interpersonal skills and ability to form collaborative relations with all members of the college and CUNY community. Must demonstrate initiative, strong management skills and the ability to think in an innovative manner regarding financial matters that impact the college. -Excellent computer skills and familiarity with relevant computer software required.
