The
Director, Facilities Operations
is responsible for preventative maintenance, capital renewal, and capital improvement projects involving existing facilities and infrastructure. This position provides overall life-cycle project management with responsibility to provide expertise, coordination, direction, and oversight on multiple projects simultaneously. This individual will maintain project schedules and budgets and help keep assigned projects on track by making recommendations to the Assistant Vice President on technical matters, deviations, alternate methods, procedures, planning, efficiency, and economy. The incumbent will work under the guidance of the Assistant Vice President of Facilities Planning and Engineering to plan and maintain Institute efficiency and compliance. Responsibilities Direct and administer operations and preventative maintenance programs in order to maintain buildings and equipment, manage energy conservation, and mechanical and electrical systems. Provide quality assurance of preventative maintenance and corrective work orders. Plan and direct respective contractual agreements for preventative maintenance vendors. Liaise with and coordinate the activities of outside contractors (architects, engineers, material/equipment suppliers, etc.) and internal departments to ensure safe and efficient operations. Handle disciplinary matters as required in relation to violation of Institute policies with contractors or vendors. Oversee grounds/building maintenance, work orders, and other projects to ensure that all Kennedy Krieger Institute locations are properly supported. This shall include regular walk-throughs of clinical and support spaces. Respond to emergency calls during non-business hours, returning on-site as deemed necessary, and recommend corrective measures. Ensure that all work has appropriate Interim Life Safety Measures (ILSM), Above-Ceiling Permit and/or Infection Control Risk Assessments (ICRA) prior to commencing work. Assist in workforce planning and development of maintenance staff to be able to address current problems and anticipated future issues. Responsible for recruitment, onboarding, training, supervision, and disciplinary action of assigned staff. Liaise with Human Resources regarding personnel management and the effective maintenance of departmental personnel records. Coordinate planned interruptions and plant services with affected administrators and departments. Recommend facility improvements, including construction or renovation of existing structures, to the Assistant Vice President. Create and maintain building infrastructure inventory and forecasting of equipment life cycles. Maintain up-to-date Joint Commission (TJC) mandated documentation and ensure that all federal and state accreditation standards are met. Analyze data from various data sources (such as water system compliance testing, maintenance and repair work orders, and other appropriate databases) to determine trends, identify issues, and recommend any needed changes to system operations or systems. Develop, implement, and interpret departmental policies and procedures. Provide in-servicing/training, information and trials for new equipment and/or new products to new and existing staff. Work with the Assistant Vice President of Facilities to develop and submit portions of the annual departmental budget. Qualifications EDUCATION: Bachelor’s degree in Engineering, Design, Construction Management Materials, Property Management, Business Administration, Mechanical or related field preferred. EXPERIENCE: Must have a minimum of 10 years of professional facilities management experience in the areas of facilities maintenance/repairs, construction, engineering, mechanical maintenance, commercial HVAC, plumbing, electrical, consulting, or the management of building envelope projects.
