Position Summary: The Strategic Sourcing Manager will lead procurement and supply chain strategies to support an electric utility's operational and financial goals. This role is responsible for cultivating supplier relationships, negotiating contracts, and ensuring the timely and cost-efficient delivery of materials and services essential for constructing and maintaining reliable electrical infrastructure. Key Roles & Responsibilities: Strategic Planning and Analysis: Develop and execute sourcing strategies aligned with company objectives, focusing on prudent cost management, supplier quality, and risk management. Analyze market trends, supplier capabilities, and industry best practices to inform decision-making. Forecast material and service requirements to support operational and capital projects. Analyze and optimize inventory levels to meet project demands and ensure the availability of critical spares to maintain a reliable and resilient electrical system while prudently managing costs. Supplier Management: Identify, evaluate, and onboard suppliers to meet operational and regulatory requirements. Source and acquire specialized materials, tools, equipment, and services for the electric transmission business. Maintain strong supplier relationships, ensuring safety, quality, and performance standards adherence. Monitor supplier performance and proactively address issues. Cultivate a collegial and cooperative relationship with suppliers and service providers, focusing on collective success and building sustainable partnerships. Contract Negotiation and Management: Lead contract negotiations, focusing on industry standard terms, risk mitigation, and prudent costs. Assist in initiating, preparing, and executing preferred pricing (PPA) Master Service Agreements. This includes preparing requests for proposals (RFP), answering supplier questions, and facilitating meetings and presentations during the bid process. Oversee the creation, review, and execution of contracts to ensure compliance with company policies, industry regulations, and appropriate risk mitigations. Coordinate closely with project sponsors, regulatory compliance, and legal. Collaboration and Communication: Partner with internal stakeholders (engineering, operations, construction, accounting, regulatory) to understand sourcing needs, priorities, and documentation. Serve as a liaison between suppliers and the company to address challenges and implement improvements. Encourage clear communication between the company and suppliers, especially related to establishing job scopes, material delivery expectations, company standards, and specifications, terms of service, approval processes, issue escalation, and success criteria. Prepare and present reports on supply chain activities to senior management, including approval and review deadlines, delivery schedules, supplier performance metrics, and service and material cost metrics. Process Improvement: Ensure procurement practices meet legal, regulatory, and safety standards. Continuously improve procurement processes to enhance efficiency and cost-effectiveness. Implement tools and technologies for streamlined sourcing and supplier management. Promote sustainability and innovation in sourcing practices, aligning with the company's goals. Monitor and track inventory levels, ensuring timely replenishment of essential items, and develop strategies to improve warehouse operations and inventory management processes. Required Qualifications: Education:

Bachelor's degree in supply-chain management, systems engineering, accounting, or management information systems (MIS) is required. MBA a plus. Experience:

Minimum of 7 years in strategic sourcing, procurement, or related field, preferably in the electric utility or energy sector. Proven experience in contract negotiations and managing supplier relationships.

Skills:

Excellent negotiation and communication abilities. Strong logistical and organizational skills. Proven analytical and problem-solving skills are required; an engineering background is a plus. Understand standard supply chain management and purchasing process flows from requirement to fulfillment. Familiarity with procurement processes, logistics, and inventory management principles. Proficiency in supply chain software, accounting systems, and Microsoft Office Suite. SAP experience preferred. Knowledge of electric utility equipment, suppliers, and regulations is a plus.
