The City of Saint Paul is seeking a highly skilled and strategic leader to serve as the Director of City Council Operations. This senior-level role is responsible for managing the operations that support the legislative branch of city government, including the City Council and City Clerk’s Office. The Director will play a key role in guiding the administrative and strategic efforts of the City Council, ensuring that policies and directives are effectively implemented in alignment with city goals.
As the Director of City Council Operations, you will oversee office staff, coordinate policy initiatives, support legislative processes, and collaborate with City Council members to drive the City’s strategic vision. Here's what you can expect to do in this position:
Strategic Leadership and Planning : Provide strategic leadership and direction for the City Council and City Clerk’s Office by setting priorities, developing strategies, and ensuring that all operations align with city goals and objectives in an autonomous mayoral government. Policy Coordination and Compliance : Coordinate with City Council members and other departments to ensure adherence to City Council policies and directions, facilitating policy development, research initiatives, and communication efforts across departments. Administrative and Staff Management : Oversee the daily operations and staff management within the City Council Office, identifying opportunities for improvement, ensuring efficient workflows, and fostering an effective work environment. Project Development and Execution : Lead and guide special projects as directed by the City Council Executive Committee, including planning, development, coordination, and implementation to meet strategic goals and support legislative initiatives. Collaboration and Problem-Solving : Collaborate with City Council members, office staff, and other city departments to address operational challenges, develop internal policies, and provide expert problem-solving to advance the council’s legislative and administrative objectives. Or, a master's degree in one of the fields listed above and five years of related experience. Preferred Qualifications: Municipal government or executive level management experience.
A combination of education and experience to equal 11
years or more can be used to qualify for the position.
