Chenega Enterprise Systems and Solutions LLC., a Chenega Professional Services’ company, is looking for a Program Analyst to support the Middle East Partnership for Peace Act (MEPPA) for the US Agency for International Development’s Middle East Bureau. The MEPPA Program Analyst will assist, research, identify, analyze, update, prepare, develop, coordinate, organize, and review technical updates of the following tasks: performing administrative functions similar in nature to the Program Assistant; and analytical functions such as data entry, analysis, and documentation, vetting request preparation, project/program tracking, preparing operations/procedures manuals, budget and field support tracking, administrative and financial tracking, program document preparation and presentations, backstop and field support, and program and technical support. The Program Analyst will support the advancement of peacebuilding between Israelis and Palestinians. Responsibilities Provide program analyses and technical updates on Bureau/Mission program activities to ensure that activities are efficiently and effectively implemented in a manner that achieves the objectives of the U.S. Government, including peacebuilding. Coordinate key events for the Bureau, including MEPPA Board meetings and stakeholder engagements. Research and provide technical support for studies, analyses, and related mission and programmatic support, including administrative and financial tracking. Plan program and development assistance activities, including advising on the preparation of statements of work, project designs, credibility review documents, and strategic plans. Conduct analyses of development indicators and trends to support program design and strategy development. Monitor the implementation of MEPPA program activities with emphasis on identifying constraints, issues, logistical needs, and dependencies of specific inputs. Plan and participate in program assessments and evaluations. Provide technical advice on the feasibility, appropriateness, and value of proposed changes in planned activities. Prepare technical updates, including briefing memorandums on project/program tracking, data analysis, and documentation. Analyze and prepare technical updates on budget and field support tracking. Prepare and present program reports, presentations, and success stories. Support USAID liaison and coordination efforts with other donors, NGOs, civil society groups, peacebuilding groups, government officials, USAID staff, and other actors. Support USAID field staff. Provide records maintenance and other duties as assigned related to area(s) of responsibility. Provide backstop, field support, and general administration if needed. Qualifications 3+ years of professional office work experience required in administrative support and analytical experience. Experience in project administration and management procedures preferred. Experience in the use of database application and presentation software is very desirable. Active secret clearance is required. Knowledge, Skills and Abilities: Demonstrated ability to work independently and with others. Experience with project administration and management procedures preferred. Ability to travel to locations like Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, West Bank/Gaza, and Yemen. Knowledge of development and peacebuilding programs, especially in the Middle East region is desirable. Experience managing logistics for multistakeholder meetings and events. Proficiency in the use of Microsoft Office, internet search engines, and e-mail applications. Willingness to work in Washington, DC after COVID-19 teleworking permissions end. Effective interpersonal skills, especially with senior leadership. Final salary determination based on skill-set, qualifications, and approved funding.
