The Department of Developmental Services (DDS) is the second largest agency under the Executive Office of Health and Human Services and has a $3.2 billion dollar budget. With over 5,800 part-time and full-time employees and a $464M payroll, the DDS payroll is large and complex. The Deputy Budget Director assists the Budget Director and CFO to balance the budget of approximately $3.2B. The duties include managing and tracking the Department’s $464M payroll budget that includes over 5,800 full-time and part-time employees, collaborating in the development of yearly Spending Plan and Maintenance budgets, assisting with the development of Departmental allocations for Purchase of Service, serving as the liaison between UMass Revenue and the Department for the coordination of the annual Cost Allocation Plan, and acting as a support to management and regions for any budget-related questions. Duties and Responsibilities (these duties are a general summary and not all inclusive): Prepare payroll projection reports for the $464M DDS budget. The reports project payroll spending by both appropriation and by region. Support the annual budget development process by assisting with the Spending Plan, Maintenance Plan, and ad hoc exercises. Act as the main contact in the development of the Department’s Cost Allocation Plan by working with the University of Massachusetts to ensure coordination within the department to make sure the information is accurate and current. Maintain the Payroll module in FMIS (the agency’s budget management system), which involves report development, data testing and verification, and directing structural updates based on business operation changes such as new payroll object codes. Monitor spending on a monthly basis throughout the fiscal year, which includes running multiple reports in the fiscal monitoring module of FMIS and analyzing them for potential surpluses and deficiencies. Manage complex relationships with regional Fiscal and HR Staff. Other duties required to support DDS as directed by the CFO and/or Budget Director. Preferred Qualifications: Knowledge of the state budgeting system process: A&F and legislature. Knowledge of project management principles and practices. Knowledge of state budgetary expenditure classification handbook and object code descriptions. Knowledge of payroll components. The ability to work independently and as part of a collaborative team effort. Skilled in problem solving, consensus building, conflict resolution, and team building. Knowledge of analytical tools and expertise in computer-based tools. The ability to design and implement monitoring and tracking processes such as for overtime. Proficiency in Microsoft Office and CIW. Ability to identify potential issues through projections and propose potential solutions. Ability to interpret financial data and trend spending to evaluate spending. Ability to communicate effectively in both writing and oral presentation. Ability to mediate conflicts, coordinate competing interests, and work under time constraints. The ability to establish and maintain effective working relationships. Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Salary placement
is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
