Job Summary

The ISSO/SA position is part of a team of professionals that provide PKI services required to support the Navy Public Key Infrastructure (PKI) by providing on-site technical support at the NCMS Det Norfolk, VA facility. The position supports the SIPRNET Token Management System (TMS) and will serve as an ISSO/SA supporting the Department of the Navy (DoN) PKI to assist in the protection of Class 3 DoD Certificates and Networks

Primary Responsibilities •Works under the guidance of the Headquarters NCMS (HQ NCMS) ISSO/SA Contractor Led located on Joint Base Andrews, MD. •Keeps the NCMS HQ ISSO/SA Contractor Lead abreast of all actions taken and completed. •Provide on-site technical support for NCMS Det Norfolk, VA. •Perform RA/LRA/TMS system operations that require privileged access. •Install, configure, and maintain RA/LRA/TMS workstations. Provide appropriate system, application, and cryptographic modules (hardware, firmware, or software that implement cryptographic functions such as encryption, decryption, digital signatures, authentication techniques, and random number generation) retained at the RA location. •Ensures PKI systems are maintained with the latest anti-virus definitions; systems are configured for and receive Assured Compliance Assessment Solution (ACAS) scans; systems are patched per DoD Information Assurance Vulnerability Management (IAVM) requirement, and system is configured under the latest Security Technical Implementation Guides (STIGs). •Perform routine RA/LRA equipment operations, such as system backup and recovery or changing recovery or recording media. Check for network attacks (suspected or confirmed) and equipment failures. •Store and maintain SA manual logs and archive media to which RA/LRA cannot access. Log physical access, loading, zeroing, key transfer to or from backups, acquisitions, or destruction of cryptographic modules. •Assist the Information Assurance Manager (IAM) in maintaining the security posture of the workstations, including all documentation required for DoD system accreditation. •Assists other NCMS ISSO/SAs at Maryland, San Diego, and Hawaii detachments. •Performs other duties as directed.

Knowledge and Skill Requirements •Information Assurance Work Force (IAWF)/Cyber Security Work Force DoD 8570.01-M IAT level II knowledge of networked computer-based systems and the Microsoft Windows 10 operating system. •Understanding of DoD SIPRNet token and Common Access Card (CAC) characteristics and SIPRNet Token/CAC operation and procedures to include middleware and hardware, with at least one year experience. •Knowledge of the principles, concepts, and methodology of IT processing and a working knowledge of computer system architecture, performance characteristics, and DoD and Service IT security policies with at least one year of experience. •Skilled verbal and written communication techniques required to conduct meetings and prepare reports and other correspondence. •Shall be able to work independently. •Work requires professional written and verbal communication and interpersonal skills •Ability to produce quality and timely materials •Work requires a willingness to work a flexible schedule •Must regularly stand, walk, sit, and use hands to handle and feel objects, tools, or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch, or crawl. •The employee must occasionally lift and/or move up to 25 pounds.

Education/Experience •Ability to communicate highly technical information effectively both orally and in writing •Proficient knowledge of MS Word and Excel

Required licenses or certifications •Possess and maintain a DoD Secret security clearance •IAT level II Certification: Security+CE, CCNA Security, CySA+, GISCP, GSEC, CND, or SSCP.

Language Skills •Ability to read, analyze, and interpret technical procedures and governmental regulations •Ability to write reports. •Ability to effectively present information and respond to questions from managers, clients, and customers

Reasoning Ability •Ability to solve practical problems and deal with various concrete variables in situations with limited standardization. •Ability to interpret instructions furnished in written, oral, diagram, or schedule form.
