Responsibilities Provides overall systems engineering and technical integration guidance for the planning, design, development, acquisition, and implementation of major complex, critical systems in support of the Army Security Assistance Enterprise (ASAE) mission. Establishes and enforces engineering best practices throughout the organization. Identifies and reviews specific U.S. partner nation user IT requirements. Conducts analysis in the IT Marketplace to determine the appropriateness of current and planned vendor solutions. Assists project officers and IT specialists with formulating PWSs, SOWs, and/or SOOs for products and services. Provides technical oversight and assists in project initiation and execution. Planning and developing project cost estimates. Developing technical and contractual requirements; and overseeing the engineering, test and acceptance, and life cycle management of foreign military sales (FMS) cases. Provides training and mentoring in all technical or engineering work performed by IT specialists. Supports development and execution of Letters of Requirement (LOR), Letters of Offer and Acceptance (LOA), and other ASAE required documentation in support of cases. Specialized experience is defined as performing ALL of the following duties: 1) Planning the design, development, installation, configuration, and/or implementation of major hardware or software systems; 2) Developing project cost estimates or developing technical and contractual requirements such as writing and evaluating performance statements of work (PWS), Statements of work (SOW) , and/or statements of objectives (SOO); AND 3) Performing IT product studies, with emphasis on interoperability and compliance with Army and DoD IT policy. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent. You will be evaluated on the basis of your level of competency in the following areas: Communications Planning and Evaluating Systems Engineering Teaching Others Technology Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (NH-03 OR GS-13). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. This is a(n) INFORMATION TECHNOLOGY MANAGEMENT Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. You will be required to undergo background investigation leading to the successful adjudication of eligibility for a TOP SECRET security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed. This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-04 broadband with an advertised pay range from the lowest equivalent GS grade 14 Step 1 to the highest equivalent GS 15 grade step 10 in the broadband.
