Strategic Innovation Group (SIG) is looking to hire a highly skilled and experienced Enterprise Architect to join our team. The ideal candidate will have a strong background in policy, oversight, and governance, with competent knowledge, skills, and abilities to develop, implement and maintain enterprise architecture (IT Architecture), to include an EA framework and strategies. This includes the ability to implement applicable EA frameworks, methodologies, processes, and procedures aligned to existing agency IT management strategies and polices. This role requires collaboration with Supporting HQ departments and operational and supporting components to ensure IT Governance with organizational goals and statutory/regulatory requirements. SALARY: $130,000 to $165,000 ESSENTIAL DUTIES AND RESPONSIBILITIES Develop and maintain the DHS-wide Enterprise Architecture strategic plan and governance frameworks. Develop and maintain enterprise architecture models using agency prescribed standards, including performance, business, technology, application, and data views. Develop, organize, and design target architecture artifacts in a centralized repository while working with other entities to harmonize EA data and processes. Develop EA strategic communication to promote standardization and unity of effort leading to successful mission outcomes. Define, Develop, and deliver IT Architecture foundational processes and procedures and information as required by policy and law. Develop roadmaps for target architecture evolution and technology upgrades and align to DHS IT Strategic Plan initiatives, objectives, and goals. Ability to collaborate with various DHS Components, including IT Decision makers, program managers, Lead Technical Authorities, Chief Architects, and IT Workforce SMEs to support technical assessments and ensure alignment with the overall DHS Enterprise Architecture Develop and deliver Executive leadership briefing to enable leadership to collaborate with stakeholders to support mission function adoption of IT. Support EA Governance activities throughout DHS ALF/SELC lifecycle phases/stages with risk reduction through acquisition evaluation, analysis, and governance. REQUIRED EXPERIENCE/QUALIFICATIONS Minimum eight plus (8) years' experience with at least five plus (5) years directly supporting Federal or DoD clients. Have three plus (3) years of technical writing experience with system design or enterprise architecture, at minimum, for multiple audiences including executive leadership. Must understand the FEAF, DoDAF and similar frameworks, approaches, processes and methodologies as both methodologist and practitioner. Expertise in federal EA frameworks, methodologies, and standards. Strong understanding of IT investment portfolio management, including criteria based on cost, benefit, schedule, and risk. Experience in developing and maintaining EA content on shared platforms to communicate updates, changes, and standards to stakeholders. The ability to support the agency's ability to develop and deliver against its IT strategy and ensuring mission requirements drive technology investment through evidence-based decision transparency. Effective communication and presentation skills to effectively convey complex EA/IT architecture concepts to diverse stakeholders. EDUCATION AND CERTIFICATION: Bachelor's degree from accredited institution required. Master's degree in a relevant field is preferred. Be a U.S. citizen with a current or ability to get federal clearance (Public Trust or above) or an active clearance from a Federal Agency. PREFERRED EXPERIENCE/QUALIFICATIONS Deep understanding of DHS mission functions, objectives, operations, and organizational structure. Familiarity with Capitol Planning and Investment Control (CPIC), Resource Allocation Process (RAP), Programmatic lifecycle, acquisition lifecycle, engineering lifecycle, and maturation processes. Knowledge of architectural practices across large organizations and government agencies. Current DHS badge - HIGHLY DESIRED SPECIAL REQUIREMENTS/SECURITY CLEARANCE Must be able to obtain and maintain a Public Trust clearance. Must work a minimum expected 1,920 hours per year.
