Principal Contracts Administrator

We are seeking a Principal Contracts Administrator to join our team in support of a large Indefinite Delivery Indefinite Quantity (IDIQ) government contract within the law enforcement community. The ideal candidate will possess a strong background in contract management, negotiation, and compliance, with a focus on federal contracting regulations and best practices. This role requires exceptional attention to detail, strong analytical skills, and the ability to work collaboratively with cross-functional teams.
The ideal candidate will have experience in procurement, subcontracts, legal research and analysis, document management, regulatory knowledge, and/or possess financial acumen in cost analysis, pricing structures, and cost proposals.
Summary of Essential Job Functions
Provide guidance, direction, and oversight to a small team of contracts staff responsible for processing a high volume of delivery-order/task order modifications. Proposal Preparation: Analyze and respond to Requests for Proposals (RFPs) and Requests for Quotes (RFQs) related to task orders, providing guidance on compliance and best practices to internal teams. Contract Administration:
Oversee the administration of IDIQ contracts, ensuring compliance with all terms and conditions, federal regulations, and company policies throughout the lifecycle of over 200 task orders. Manage the preparation, negotiation, acceptance, and administration of task orders under the IDIQ contracts, ensuring timely execution and adherence to project specifications. Ensure all deliverables and reports are accurately prepared and submitted in a timely manner. Manage and process contract modifications, including scope changes, funding adjustments, and other amendments as required. Draft, negotiate, and administer complex contractual instruments, including but not limited to, non-disclosure, teaming, and consultancy agreements. Review contract terms and conditions to include those associated with corporate vendor agreements. Provide subcontract administrative support, including drafting correspondence, issuing modifications of subcontracts, exercising options, and price negotiations for a handful of subcontracts, as needed.
Compliance and Reporting:
Ensure timely submission of Individual Subcontracting Reports (ISRs) and Summary Subcontracting Report (SSRs). Oversee product catalog refreshes as needed to maintain compliance with GSA Schedules. Promote consistency in contract policies and processes and ensure key data points are reflected in all necessary company systems.
Performance Monitoring: Monitor contract performance, identifying and escalating challenges that may threaten performance. Proactively work with Finance, other functional departments, and program operations to ensure timely processing and submission of deliverables. Stakeholder Engagement:
Foster and maintain excellent working relationships with government contracting officers, government technical representatives, and other contractors to achieve strong Contractor Performance Assessment Reporting System (CPAR) evaluations and maximize opportunities for growth. Provide training and guidance to internal stakeholders on contract management processes, policies, and best practices.
Process Improvement:
Promote best practices and continuous improvement in contract management processes to enhance efficiency and effectiveness. Interpret Contract department policies, operating practices, and performance standards. Analyze, interpret, and resolve complex contractual issues.
Specific projects and other duties as assigned. Some travel may be required.
Minimum Educational Requirements
Bachelor's Degree and 7+ years of professional, relevant experience with US Government Contracts, Subcontracts, or directly related experience. An additional 4 years of experience accepted in lieu of degree.
Skills/Qualifications
Required
Experience in contract management, procurement, or a related field, with a focus on government contracting or IDIQ contracts. Familiar with relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including Federal Acquisition Regulation. Familiarity with T&M and FFP Contracts. Excellent written and oral communication skills. Strong Microsoft Office skills (including Excel, Outlook, and Word).
Preferred
Five years of prime and/or subcontract experience preferably with the Department of Justice or similar federal agencies. Experience with Contract Management Systems, General Services Administration (GSA) best in class vehicles, and Deltek Costpoint a plus. Experience with Service Contract Act (SCA) requirements. Contracts certification (CPCM, CFCM, CCCM, etc.).
