About the Northwest Portland Area Indian Health Board (NPAIHB)
The Northwest Tribes have long recognized the need to exercise control over the design and development of health care delivery systems in their local communities. To this end, they formed the Northwest Portland Area Indian Health Board (also referred to as NPAIHB or "the Board") in 1972.
Guided by a vision of "Health and Wellness for the Seventh Generation," NPAIHB is a 501(c)3 designated (non-profit) organization and Tribal organization, P.L. 93-638, under the Indian Self-Determination and Education Assistance Act (ISDEAA) serving the 43 federally recognized Tribes in the states of Idaho, Oregon, and Washington (Northwest Tribes). Tribes become voting members of the Board through resolutions passed by their governing body. Each member Tribe designates a delegate to serve on the NPAIHB Board of Directors.
Led by our Board of Directors, NPAIHB's mission is to "eliminate health disparities and improve the quality of life of American Indians and Alaska Natives by supporting Northwest Tribes in their delivery of culturally appropriate, high-quality health programs and services." We have a staff of over 120 professionals dedicated to advancing Tribal health for the 7th generation in the Pacific Northwest.

Position Summary
The Special Projects Manager is responsible for coordinating NPAIHB participation in Public Law 93-638 Subpart J Special Projects (and related agreements). The Special Projects Manager works to assure NPAIHB fulfills agreements responsibilities and works to accomplish positive project outcomes consistent with the NPAIHB mission and strategic plan.
The Special Projects Manager works closely with internal and external stakeholders, including the NPAIHB Management Team, Finance Department, and Grants and Contracts Department, as well as the Indian Health Service (IHS) and contractors working for the NPAIHB in accomplishment of contract requirements.
The Special Projects Manager reports to the Executive Director, and is part of the Administrative and Policy teams.
This position is based at NPAIHB's offices in Portland, Oregon. Local travel and/or overnight travel outside of the area to represent NPAIHB at contract-related meetings is required. Travel to NPAIHB Quarterly Board Meetings or other events to provide major project updates in person may also be required. Alternatively, NPAIHB may request written status reports to be shared at these events.
Essential Functions Construction Contract Management
Reviews and comments on proposed contract documents Leads or advises on construction contract negotiations in coordination with the larger NPAIHB team Identifies when changes to contract language are necessary to meet overall project objectives and outcomes Monitors contract execution for compliance with budget, schedule, and performance requirements Initiates requests for Indian Health Service payment in accordance with contract requirements Reviews contract deliverables for accuracy, completion, and quality Participates in periodic onsite progress inspections Reviews and takes appropriate actions on construction contractor invoices Travels to construction site to perform site visits Construction Contract Communications
Prepares periodic status reports to keep Portland Area IHS Area Office leadership, NW Tribal Leaders, NPAIHB Delegates, and Tribal Health Directors apprised of contract progress Attends and represents NPAIHB at contract-related meetings (such as Project Leadership Team meetings) Provides status updates (written or oral) by presenting at Quarterly Board Meetings or other similar meetings of tribal stakeholders Healthcare Facilities Technical Assistance •Provides training and technical assistance related to NW Tribes on IHS Healthcare Facilities services •Provides technical assistance to Portland Area representatives on the IHS Facilities Appropriation Advisory Board and the IHS Portland Area Facilities Advisory Committee •Coordinates planning and site evaluation for future regional specialty referral centers (Spokane and Portland/Salem areas)

Minimum education required:
Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or related field Minimum experience required:
At least ten (10) years of progressively responsible experience managing health facility related construction projects At least five (5) years of experience working with Public Law 93-638 construction contracts and subcontractors At least five (5) years professional experience working with Tribes, Tribal organizations, Tribal communities, and/or Tribal health clinics (or equivalent demonstrated knowledge) Additional experience preferred:
Direct experience working with Northwest Tribes Experience working with the Indian Health Service and/or Tribal healthcare facility planning and construction Experience managing construction-related grants, contracts, funding, and budgets Required Knowledge, Skills, and Abilities Demonstrated knowledge, discretion, tact, judgment, and overall ability in working effectively with federal, Tribal, and other professionals, and facilitating participation and partnership in contract activities Proficiency with computer applications (specifically Word, Excel, PowerPoint, and other Microsoft Office Suite programs) Strong written technical writing skills, including good spelling and grammatical skills, and the ability to produce polished writing under a deadline Strong oral communication skills Excellent financial compliance and analysis skills Excellent interpersonal skills Must be sensitive to cross-cultural differences, and able to work effectively within their context Ability to work with minimal supervision, exercise initiative, and make independent decisions and recommendations Ability to make professional oral presentations in settings at the regional and community levels, as well as in Tribal settings Ability to complete tasks in a timely and accurate manner Ability to travel infrequently (approximately 10% of the time) Probationary Period

NPAIHB considers circumstances such as, but not limited to, whether the employee is organized, has proven their ability to work independently, has completed their probationary period, has a good work record, has no record of abuse of leave, the duties and responsibilities of their position, travel requirements, funding source stipulations, and other considerations.
