Primary Responsibilities
Market Sector Directors (MSD) are the component of the HDR matrix management structure that drives our business. At HDR, our Global Wastewater Market Sector includes wastewater clients that own, operate, treat, and convey wastewater, treatment residuals and reclaimed effluent, and return recovered treatment by-products to our environment in a sustainable and beneficial manner. An understanding of sector interfaces along with the interaction of the collection, treatment and system operations with our natural environment are the foundation of this role. The primary responsibilities of the Global Wastewater Market Sector Director are divided into three areas:
Planning – Sector strategic vision, market leadership and business development (+/- 60%)
Staffing – Staff development, mentoring, retention and recruiting (20%)
Directing – Guiding the sector and service lines to execute annual and strategic plans (10%)
Achieving Sector Metrics – Achieving growth goals and supporting Operations (10%)
Market Sector Directors serve to set the vision for the firm’s strategy to expand and provide services to clients in the associated market sector. Working in partnership with region and area business group leadership, they support areas to achieve implementation of growth initiatives and develop staff to achieve annual market sector booking, revenue and profit goals. The Market Sector Director will guide the development and implementation of business strategies in coordination with Business Group leadership, operational leadership, client managers, business class directors and practice group leaders. Responsible to the Water Business Group (WBG) Director of Market Sector Development, the Market Sector Director keeps frequent and regular communication with regional and area business group leadership to define, support and implement the sector's strategic growth initiatives and operating plans at the market sector level.
Global Wastewater Market Sector Director– Within the Water Business Group, the Wastewater Market Sector represents opportunity to serve clients that treat and remove contaminants from wastewater flows, returning treated effluent and residuals to the environment in a sustainable and environmentally beneficial manner. HDR currently supports many of the largest US wastewater utilities and has dramatically evolved our approach toward viewing wastewater through a more holistic One Water lens. Part of HDR’s strategic plan is to grow our wastewater services to utility clients outside the US as well. Our Wastewater market sector professionals engage with local area clients and bring expertise in collection, treatment, residuals management and reuse as well as program management, construction oversight, and administration.
The Global Wastewater Market Sector Director is responsible to support area business development and client management while at the same time defining and implementing key initiatives for growth, coordinating best practices and quality professional services, and projecting the HDR brand in the marketplace. Specific attention is required to engage the wide spectrum of employees throughout the Market Sector while at the same time developing and reinforcing the image of HDR across our clients and markets.
Business Development Responsibilities
Work closely with Wastewater Market Sector Business Development Director to achieve annual top line sales (NFB) metrics and maintain future year sales funnel.
Oversee the creation and implementation of strategic vision and direction for the market sector – identification of market sector trends and drivers, and coordination of the strategic initiatives for technical and professional services offered to WBG clients and operations leadership across the firm.
Serve as the Client Manager for selected key clients within the market sector.
Engage in selected projects as Principal-In-Charge.
Promote the marketing and delivery of all HDR services to clients within the market sector working with our client managers and business development leaders.
Participate as a member of the Water Business Group Management Team.
Work with Regional Business Group leadership on development and delivery of area goals and market sector initiatives.
Work with the client managers and business development leaders to drive client development and effective pursuit efforts based on proven capture techniques.
Support selected area and strategic pursuits through client relationship development and active participation/leadership of pursuit activities.
Participate in industry associations at a leadership level and serve as a company role-model in business and community organizations.
Identify key investments (acquisitions and technology) that will position and maintain HDR in industry leadership.
Monitor marketing capabilities and ensure the market sector is working with departments to achieve goals.
Develop relationships with industry counterparts in other consulting organizations.
Develop and maintain relationships with senior leadership in key client organizations.
Staff Development Responsibilities
Develop and nurture a sector succession planning effort to maintain a broad bench of wastewater leaders of HDR's future.
Supervise Regional Market Sector Leaders, specifically providing mentoring to direct reports as well as supporting mentorship for the broader sector leadership team.
Actively coordinate with regional and local area managers in the coordination of work-sharing among departments.
Work with business class directors to drive technical excellence and coordinate technical staff to support the project delivery and marketing efforts.
Coordinate staffing/recruiting plans for key hires and assist local leadership as necessary with local hires. Approve all key/strategic hires in the market sector.
Participate in Annual Performance Conversations for key market sector leaders.
Directing Execution of Annual and Strategic Plans
The Market Sector Director will work closely with the Director of Market Sector Development and peer Market Sector Directors to develop and coordinate our annual and strategic planning efforts. Direct the development and implementation of both sector specific, and broader One Water initiatives across the global geographies.
Define and articulate wastewater sector's strategic initiatives to position HDR at the forefront of the industry.
Direct the deployment of business class resources in a manner that supports regional and area growth initiatives by providing proper technical leadership and support.
Define and lead the development of a broad market sector leadership team.
Conduct period market sector meetings to facilitate connection of sector initiatives with all local water programs, and promote development of teams’ capacity to win and deliver wastewater work.
In coordination with Regional Business Group Directors and Operations, ensure the attainment of annual Key Performance Indicators, including NFB, NFE, Profit, and sector utilization.
Support to Operations
The Market Sector Director will assist Regional Business Group Directors and area Business Group managers in the delivery of professional services for area projects within the market sector. Key responsibilities include helping to drive client management, monitoring and taking action regarding market sector profit and loss, reviewing staff assignments, encouraging workshare, and ensuring project delivery and supporting the QA/QC program.
Monitor market sector performance indicators: NFE/Utilization/NFB/profit/Unbilled revenue/AR/losses/investments.
Be aware of staff workload and support/facilitate work sharing within the market sector; promote effective use of company resources and assist in applying key staff/expertise to area projects.
Assist with contract review on key projects to help ensure risk management, proper staffing, quality reviews and resolution of claims.
Promote Quality Assurance/Quality Control; work with business class and regional leadership to assist the local programs with key technical expertise to support marketing and project activities.
Facilitate development and dissemination of “lessons learned.”
Preferred Qualifications
Minimum 20 years of experience in planning/engineering in the global trade arena.
Minimum of a Bachelor’s Degree in wastewater or environmental engineering, planning or a related field with associated registrations.
Experienced in development and management of strategic marketing programs for wastewater utilities and/or engineering services.
Experience in development and management of client relationships and specific program and/or project pursuits.
Experienced in overall staff development to include recruiting, career path and professional growth.
Leadership in industry associations including a visible profile in the market sector.
Ability to work cooperatively with other Market Sector Directors, Business Class Directors, Regional Business Group Directors, Area Business Group Managers, Area Marketing Managers and Department Managers.
An understanding of wastewater utilities and agencies across the US and abroad including key industry trends, drivers, challenges and innovations.
Demonstrated commitment to HDR values.

Required Qualifications
Bachelor’s degree in Engineering or closely related field.
A minimum of 12 years industry experience including leadership.
Strong written and verbal communication skills.
Strong skills in client management, client development and a documented history of growing/leading a practice.
Strong business skills; specifically handling budgets, staff and operational issues.
Strong ability to analyze the marketplace and strategically position HDR.
