This position requires awareness of agency policies & procedures and to coordinate assignments for allocated staff collaborating with the Executive Officer and the agency directors. The position is responsible for assisting in the administration of multiple federal and state grants. Major Duties and Responsibilities: Grant/fund tracking: Monitors expenditures and budgets of assigned grants so that improvements and changes can be made which are necessary to meet federal grant tracking standards and assure compliance with federal distribution and accounting requirements. Assume fiscal management responsibilities for multiple federal and state grants. Federal Clearing House uploads and certifications.

Prepare training materials and presentations on fiscal management in relation to federal and state grants. Understand and implement the fiscal requirements of various grants, including interpretation of federal and state statutes, federal and state regulations, ILLINOIS GATA Uniform Grant Guidance, and audit compliance guidelines. Analyze and synthesize federal and state statutes and regulations to assure that funds are distributed in accordance with the requirements and intent of the various laws and determine the most appropriate and efficient means of distributing funds. Review federal grant applications for compliance with federal statutes and regulations and approve budgets after making necessary revisions. Reconcile end-of-year reports of expenditures to budgets from sub-grantees and prepare financial reports required for grant program managers. Prepare requested data, information, and responses to findings and other governmental reviews and independent audit reports of the AOGRC. Audit Review/Audit Exits. Supervise the Accounts Payable/Accounts Receivable and inventory staff, Unemployment Letters, Retirement Plan Analysis, and paid bills. May be required to attend Board of Director’s meetings. CARF Accreditation/Review. Adhere to the company Financial Management Plan. Keeps accurate records and prepares specific reports for stakeholders. Provide all services in a culturally competent manner that is responsive to the needs of justice involved youth. Financial Reporting. Responsible for the timely preparation of tax forms, including 1099 and 1099-NEC forms and assisting consultants in the preparation of federal form 990. Journal entries. Bank reconciliation. Collaborates with Director of Operations, Director of Human Resources/Compliance and Office Manager, in fiscal systems relevant to Payroll, insurance, inventory and purchasing operations. Other duties as assigned. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights: Bachelor’s degree from an accredited college or university in accounting, finance, auditing, or business with an emphasis in accounting or auditing. Note: Four (4) years of professional accounting or auditing may substitute for the required degree. Prior experience in supervising staff. Prior experience in non-profit financial management administrative systems a plus. Minimum two (2) years of accounting or auditing experience. Proficiency in QuickBooks and setting up Budgets. Ability and willingness to travel. Must pass background check, including a motor vehicle records search. Communications acumen: Excellent interpersonal, verbal, and written communication skills; ability to collaborate, liaise, and negotiate with multiple constituencies and departments; Ability to communicate effectively with people of diverse cultures and backgrounds. Must be able to set and work towards ambitious goals, problem solve and perform basic data analysis. Effective public speaker; experienced in developing content for, and workshop leadership.
