Job Description

Overview Under limited supervision, directs and manages facilities construction services for the University of Maryland Medical Center (DTC and MTC). Key Responsibilities Key Responsibility 1

Program Management

: Plans and provides leadership to construction programs (groups of related projects), ensuring associated projects meet schedule, are cost effective and meet organizational objectives and are managed to expected programmatic scope, budget, schedule and customer satisfaction. This specifically includes but is not limited to the Annual Capital Program and the multi-year, Building Systems Infrastructure Program. Key Responsibility 2:

Project Management

: Coordinates all aspects of project delivery for all assigned projects, including project administration, project startup, user organization, scope development, engineering, contract documentation, construction building, construction execution, change order management, claims mitigation and user occupancy/move-in and post project evaluation. Key Responsibility 3:

In-House Construction:

Oversees and directs the In-House construction program for UMMC to provide responsive, safe, cost effective, and environmentally sound facility solutions through-out the medical center for patients, staff, and project development. Responsible for staffing, work prioritization, budget, and customer management. Key Responsibility 4:

Workload Planning and Resource Management

: Develops and maintains workload planning processes to ensure project management resources are cost effectively managed and adequately staffed to meet project workload requirements and the needs of the organization. Key Responsibility 5:

Human Resources

: Provides guidance and general direction for construction services, ensures accurate and timely production of work and the efficient and effective operation of the department including the formulation of operating policies and procedures. Establishes and maintains effective management of all personnel including identifying staffing needs, hiring, training and development, evaluation and terminating. Establishes and implements departmental performance standards. Measures performance against standards and initiates appropriate action when standards are not met. Investigates irregularities and policy violations and takes corrective actions in compliance with Human Resources policies and procedures. Develops, implements and maintains comprehensive restructuring processes to meet the institution's goals and objectives. Reviews job descriptions and design and construction service functions to determine and implement needed changes such as reclassification, restructuring and promotions. Key Responsibility 6:

Capital Administration

: In conjunction with project Senior Director for Facilities Design, Construction and Real Estate administers processes and procedures to be used by all project management team staff. This includes processes for project accounting, contracting, client management, safety, status tracking and reporting, and overall process management and monitoring. Key Responsibility 7:

Customer Satisfaction

: Develops and implements processes for measuring customer satisfaction and identifying customer needs and uses results for process and service improvement. Key Responsibility 8:

Financial Management

: Develops and administers operating and capital budgets for design and construction services. Maintains controls and initiatives that ensure cost effective management. Evaluates purchases by assigned personnel. Key Responsibility 9:

Design Standards and Compliance

: Ensures compliance with JCAHO, federal, state and local electrical, mechanical standards, codes, designs and regulations. Interacts with operations teams and engineering by developing guidelines and specifications. Key Responsibility 10:

Safety Management

: Responsible for ensuring adherence to construction Safety Management program by adhering to JCAHO, OSHA and related industry standards for safety and the environment of care. Responsible for the integrity and safety of all staff, patients, visitors, buildings and building systems during construction. Key Responsibility 11:

Professional Development

: Attends and participates in various in-service and external training workshops, conferences and other relevant programs for professional growth and development.
