The Subcontracts Manager will perform the subcontract functions for major subcontracts in support of Kratos Defense & Rocket Support Services (KDRSS), Glen Burnie, MD. Performs as the Subcontractor Contractually point-of-contact (POC) for assigned KDRSS Subcontracts; manages and monitors the subcontractor(s) to ensure timely completion of all efforts associated with the project. The Subcontracts Manager administers numerous contract types including Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) and Time & Material (T&M) subcontractor agreements of varying sizes.
The Subcontracts Manager will oversee and manage overall subcontract compliance for programs in accordance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. The selected candidate will be a motivated leader and self-starter who can work independently and collaboratively, with program and manufacturing operations.
ESSENTIAL FUNCTIONS / DUTIES Specific tasks associated include, ensuring compliance with customer flow-down requirements including offset, Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS) (FAR/DFAR), quality, Contactor Data Requirements List (CDRL). Supplier development and relationship with subcontractors to ensure subcontract requirements are met and to support growth of the business relationship between Kratos and the subcontractor. Manages the Subcontractor Relationship(s) for assigned KDRSS Subcontracts. Preparation and issuance of all manner of solicitations including RFQs, RFPs, RFI, and IDIQ in support of requirements supporting customer delivery schedules and various Statement of Works (SOW) requirements. Creates, executes, and manages various subcontract and Purchase Order types (Cost Type, Incentive Type, Firm Fixed Price, etc.) using source selections techniques. Performs cost and price analysis, develops negotiation strategies, and leads formal negotiations. Negotiates reasonable prices based on price and cost analysis. Ensure Contractor Purchasing System Review (CPSR) compliance to all government and commercial contracting laws and regulations as applicable including the International Traffic in Arms Regulations (ITAR), FAR and DFAR. Supports assigned KDRSS Program Management with customer interface specific to Subcontractors; identification, assignment, and management of Subcontractor Scope Traceability to Prime Scope; Prime to Subcontractor Change Management; traceability of Management CDRLs to Supplier Data Requirement Lists (SDRLs); traceability of Technical CDRLs to SDRLs. Perform subcontract management of high dollar purchase orders utilizing integrated supply chain models in compliance with all regulatory and corporate requirements. Analyze quotations/proposals utilizing price/cost analysis techniques. Place Purchase Orders of high dollar levels and procurement complexity. Perform risk analysis, and develop mitigation plans and solutions to problems. Other duties may be assigned.
SKILLS / QUALIFICATIONS Ability to maintain sensitive and confidential information as required by government standards. Ability to interact effectively with peers and supervisors. Ability to interact appropriately with the public when necessary. Ability to adhere to workplace rules. May require up to 15% travel to support meetings, design reviews, other reviews & meetings and launch operations.
EDUCATION, EXPERIENCE, AND LICENSING REQUIREMENTS Requires a Bachelor's degree in a related field with 6 years of relevant experience. 5 years relevant previous experience will be considered in lieu of degree.
