Project Developer II

located in Richland, WA.

The hourly rate range for this position is $60-$68 per hour (plus full benefits). This position is initially expected to be a one year assignment, with the potential for extension.

DESCRIPTION OF WORK - SPECIFIC

Project Management for all phases of development for new applied technology and power management projects, including identifying needs and opportunities; preparation of proposals and term sheets; formation and leadership of project teams; hiring and managing of outside technical and environmental consultants; preparation of project development and business plans, strategic plans and budgets, including project pro-formas; identification and development of project sites; obtainment of management, board and regulatory approvals; management of the procurement of major equipment and construction services; arrangement of project financing; coordination with Operations and Maintenance (O&M)/Professional Services for operating cost projections and project transition plans and checklists; and arranging for construction management services.

Key Responsibilities: •Identify prospective energy projects with suitable resources, transmission access, and site characteristics. •Collaborate with peers and third-party partners to identify property suitable for development. •Report work activities, metrics, and progress in team weekly meetings. •Negotiate term sheets, PPA's and other development agreements with business sector manager support. •Provide direction and oversight of administrative and technical support assigned to projects. •Develop and maintain industry liaisons and current expertise for assigned power supply technologies, including attendance and/or participation on industry committees and forums, review of technical journals and periodicals and completion of selected training classes and seminars.

REQUIRED EDUCATION and EXPERIENCE

This may vary due to level: • LEVEL 1 -

A bachelor's degree from accredited college or university and 5 years of experience providing in-depth assistance with program or project management. •OR an associate's degree from an accredited college or university and 7 years of experience providing in-depth assistance with program or project management. •Or Requires High School Diploma/GED and at least 9 years of experience providing in-depth assistance with program or project management. • LEVEL 2 -

A bachelor's degree from accredited college or university and 8 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization). •OR an associate degree from an accredited college or university and 10 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization). •OR a high school diploma or GED and 12 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization). •LEVEL 3 - A bachelor's degree from accredited college or university and 10 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization). •OR an associate degree from an accredited college or university and 12 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization). •OR a high school diploma or GED and 14 years of progressively responsible exempt or professional level experience in an electric public utility or equivalent environment (such as government agency or private or public utility related organization).

Qualifications to be successful in this role: •Detail-oriented with strong analytical and problem-solving skills. •Excellent presentation, verbal, and written communication skills. •Goal-oriented with strategic thinking abilities. •Strong interpersonal skills and solid organizational abilities. •Excellent listening skills. •Ability to identify, prioritize, and execute tasks to meet critical project deadlines. •Must have a working knowledge of various power supply technologies, as well as a general familiarity with related federal and state environmental regulations, policies, and permitting processes. •Required are well-developed management skills, including strong team formation and leadership skills, Knowledge of the procurement process and policies, contractor management, budget preparation and tracking process, commitment tracking, schedule, and cost controls, personnel management, as well as strong verbal and written presentation skills. •Ability to deal effectively with all levels of Energy Northwest (EN) employees and EN member utilities, major contractors and consultants and handle interfaces with the media and the general public. •Ability to effectively interface with code and regulatory authorities. •Ability to assemble and lead a strong technical support. team from diverse sources within EN and customer organizations. •Ability to effectively address complex project planning, regulatory, budgetary, financing, and organizational interface issues in harmony with established strategic plans, corporate policies, and management direction. •Ability to work well with many different organizations and diverse, sometimes challenging interpersonal relationships, functioning as manager, leader, diplomat, coach/mentor, and teacher as appropriate. •Overall strong interfacing and communication skills, including public speaking and media interface skills are required.

DESIRED EDUCATION and EXPERIENCE •Prefer experience in non-carbon emitting project development i.e., wind development/repowering, solar development, or battery storage. •Perform financial modeling of investments and assess how they fit within the context of current and future company plans and customer needs. •Interface with various experts, suppliers, and customers, to refine analyses. •Stay abreast of current technologies and market participants in the power generation sector. •Develop and maintain a thorough knowledge and database of technology pricing, trends, and risks. •In addition, maintain active summary of developers in the new generation market along with status of applications for new projects in the interconnection queues. •Assist and coordinate as necessary due diligence activities associated with the addition of generation resources, including coordination with internal and external subject matter experts, tracking, and documenting due diligence materials, and providing summary reports as requested to management. •Gather information and model customer preferences to assist in the development of new products and services. •Develop presentations, reports, and other internal and external communication tools to convey the detailed aspects of our plans to audiences across a wide range of backgrounds. •Support the regulatory approval process as needed. •Reliable.
