Description Noblis is seeking Software Solution Engineers to support the Federal Aviation Administration (FAA) Air Traffic Systems and Surveillance Services directorates within the Program Management Organization (PMO). Employees will provide full software development lifecycle services spanning the design, development, test, and deployment of innovative software solutions with a strong emphasis on user experience, human factors, and software quality to enhance FAA operations. Responsibilities Design, develop, test, and deploy computer software solutions. Conduct feasibility analysis, problem definition, requirements development, and solution development. Document and demonstrate solutions by creating documentation, flowcharts, layouts, diagrams, charts, code comments, and clear code. Prepare and install solutions by determining and designing system specifications, standards, and programming. Improve operations by conducting systems analysis and recommending changes in policies and procedures. Develop software solutions by studying information needs, conferring with users, studying systems flow, data usage, and work processes. Follow the software development lifecycle to ensure high-quality deliverables. Apply Agile Scrum and Scaled Agile Framework (SAFe) methodologies to ensure efficient and iterative development processes. Design and develop solutions to be hosted in the cloud (e.g., AWS, Azure), ensuring scalability, security, and performance optimization. Utilize database solutions such as PostgreSQL, MySQL, MongoDB, and Oracle. Emphasize user experience and human factors in the software design process to ensure the solutions are intuitive, user-friendly, and compliant with Section 508 accessibility requirements. Required Qualifications
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination. Proven experience in software design, development, testing, and deployment. Strong background in systems analysis and requirements development. Experience with modern software development methodologies such as Agile Scrum and Scaled Agile development. Knowledge of modern cloud and database solutions and platforms. Excellent problem-solving skills and attention to detail. Strong communication and collaboration abilities. U.S. citizen or green card permanent resident who has resided in the U.S. for 3+ years. Educational and Experience Requirements Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation. Senior-level Minimum of 15 years’ experience with bachelor's degree in Computer Science, Electrical Engineering, Information Systems, or related field. 5 years of relevant experience may be substituted for the bachelor’s degree. Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience. PhD in related field may be substituted for bachelor's degree and 7 years’ experience. Compensation Ranges - D.C. and NJ: $89,190 - $206,250 Mid-level Minimum of 10 years’ experience with bachelor's degree in Computer Science, Electrical Engineering, Information Systems, or related field. 5 years of relevant experience may be substituted for the bachelor’s degree. Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience. PhD in related field may be substituted for bachelor's degree and 7 years’ experience. Compensation Ranges - D.C. and NJ: $67,050 - $116,425 Junior-level Minimum of 2 years’ experience with bachelor's degree in Computer Science, Electrical Engineering, Information Systems, or related field. 5 years of relevant experience may be substituted for the bachelor’s degree. Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience. PhD in related field may be substituted for bachelor's degree and 7 years’ experience. Compensation Ranges - D.C. and NJ: $55,400 - $116,425 Desired Qualifications
Familiarity with FAA regulations and standards. Experience in developing solutions for air traffic management and surveillance systems. Technical certifications such as Certified Scrum Professional (CSP), AWS Certified Solutions Architect, Azure Solutions Architect Expert, and Certified Information Systems Security Professional (CISSP). Ability to recommend changes in policies and procedures based on system analysis. Locations may vary depending on location of the project. Some primary on-site locations include: Washington D.C., Egg Harbor NJ, and Oklahoma City OK. Possibility of some roles allowing for remote/hybrid employment.
