Management Systems Analyst Senior (Term Limited - Up to 2 years & 11 months)

The Senior Management Systems Analyst (MSA) will serve in a vital, term-limited role supporting Seattle City Light’s (SCL) People & Culture (P&C) department in optimizing processes and systems post-Workday deployment. This role is key to documenting, refining, and enhancing business processes, producing advanced reporting frameworks, and aligning P&C operations with Workday and other HR systems functionality.
This position plays a strategic role in ensuring the accuracy, efficiency, and compliance of critical P&C functions such as hiring, timekeeping, payroll, records management, and employee exits. It also supports the development of insightful data visualizations and reporting to drive informed decision-making across the organization.
Responsibilities:
Collaborate with P&C leadership to document, standardize, and optimize key business processes, ensuring alignment with Workday and other systems as primary focus for year one. Identify gaps and inefficiencies, implement improvements in years two and three, and maintain a central repository for documentation. Conduct regular system audits and reconciliations to ensure data accuracy and compliance. Resolve user-reported issues and work with technical teams to propose and implement system enhancements. Lead business process and system improvement projects, ensuring timely delivery of milestones. Coordinate cross-departmental initiatives, develop work plans, and monitor progress to align resources and goals. Develop and refine reporting frameworks using tools like Workday, PowerBI, and Excel to provide actionable insights and support decision-making. Act as a liaison between P&C, IT, and City departments to ensure HRIS meets operational needs. Communicate system requirements, recommend solutions, and support training while gathering feedback to improve functionality. Ensure processes and systems adhere to City policies and data security standards. Monitor compliance with HR and payroll regulations and identify reporting needs for enforcement. Prioritize and manage process improvements and system enhancements, including testing and deployment. Provide training and support to promote user adoption of updates. Create training materials and deliver hands-on support to prepare P&C staff to independently maintain and execute documented processes and reporting tools. Ensure a seamless transition by the end of the role. Required Qualifications:
At least three years of experience in systems analysis, process improvement, or operations within a large or governmental organization. Advanced proficiency in Microsoft Excel (e.g., pivot tables, lookups, formulas), PowerBI, and Visio and a bachelor's degree in business or public administration, finance, computer science or a related field (or a combination of education, training or experience that provides an equivalent background required to perform the work of the class). Desired Qualifications:
You will be successful if you have the following experience, skills, and abilities: Proven experience with Workday or similar HRIS platforms, including reporting, auditing, and process configuration. Previous experience leading cross-departmental initiatives. Familiarity with additional HR technologies and system integration processes. Experience developing and delivering user training for systems and processes.
